It rapidly goes down hill with the “or by their elected agents under a free electoral system.” Rather that the people governing with a few public servants and not public masters, making up policies to suit the rich and/or thier? Opinions. And/or selected so called elected agents.

And then before we get to the people governing, on what principals should they be based upon. The different opinions of hundreds or thousands, millions, billions of people? All pulling in different directions?

Since you suggest that democracy has been “merely imperfectly realised” what is it that you? Suggest we should all conform to, and I’m sure that on many things, many will agree upon them; but there is always other issues that if we look carefully, at our own? Opinions and are honest to ourselves, do cause harm to people.
