I agree Xmas,

This is the most common point people come back to me with - 'what about the Kahn video' but people normally concede the point if it's been explained to them early on that the 4 lads were most likely duped into being terrorist 'actors' in Peter Power's exercise.
The video would be a natural part of the act.
When I was working for the Fire Brigade we did several of these 'exercises' with various of us taking on roles such as the headmaster of a simulated school which was burning down, actually some firemen got really into the roles and were occasionally shouting even though they weren't supposed to be. The whole thing was recorded for debriefing and playback afterwards.

The software was called Hydra and Minerva.

2.12 Rooms have been identified on the first floor of the Training School to meet the required specification. Although there is a displacement of staff, no building work is required on the first floor. It is accepted that there may be some additional trunking for wiring and decoration required, but there will be no physical moving walls and doorways and rebuilding new walls etc.
2.13 The ground floor would require new interview rooms to be built in the Video Unit and the analysts would require a new classroom to be built on the ground floor adjacent to the (SIO) rooms currently there.
2.14 All offices vacated or altered would be refurbished prior to any new accommodation taking place.
2.15 Costs (paragraph 3) include on-going staffing, build, refurbishment, removal, storage, relocation, supply and fit of video/audio and IT.

I think the point that the public find most convincing is the two video clips of the alleged bombers making political statements. On any publicity about it the point needs to be made that they could have been role playing in those recordings or the recordings could have been doctored in some way.

The Hydra Simulation Centre provides a unique learning and teaching environment and is used to conduct immersive, simulated scenarios for a variety of students from our Police Sciences, Nursing, Global Governance and Social Work to Public Health, Business and Marketing courses.

Developed by Professor Jonathan Crego, Hydra is a training tool that enables the monitoring of group dynamics, real-time leadership and naturalistic decision making in critical incidents.

Hydra has assisted in the training and decision making of police officers, emergency personnel, health care professionals and the military and private sectors in the United Kingdom and internationally.

A typical Hydra exercise
At the start of a Hydra exercise, our students would typically gather in the plenary room for an initial briefing. Here, the students receive information about the exercise and their roles for the day.

Following this briefing, students enter the syndicate rooms where they are engaged with a simulated scenario.

Information in the form of audio clips, video clips, electronic and/ or printed documents are used to progress the scenario, and students use the Hydra software to record their decisions throughout.

During this time, subject-matter experts monitor student interaction and progress from the control room. Additionally, staff and students would periodically return to the plenary room to discuss the decisions made by our students and the impact these decisions had on the progression of the exercise.

The majority of scenarios run for three to six hours but some have been designed to run for three consecutive days.

Benefits of using Hydra
Scenarios are immersive and often replicate real-life conditions, allowing students to deal with real-life situations in a safe learning environment.
Helps students to experience working as a team in a high-pressure environment.
It offers a student-centred activity which is fun and engaging compared with traditional learning methods.
It allows staff to conduct formative assessment of their students’ knowledge and decision-making skills in a simulated environment.
It allows staff to incorporate new technologies and applications into their teaching, providing a richer learning experience for our students.
High definition virtual reality headsets enhance immersion, allowing our students to experience what it is like to be in the centre of a real-life scenario.
Hydra in the Cloud software allows simulations to be conducted throughout different suites at the same time, providing real-time team collaboration and decision making among key organisations such as the Police Forces, Fire Service, Home Office, Border Control and Higher Education Institutions.

Immersive Learning is a delivery technique designed to simulate the reality of critical incident management. Immersed in a realistic environment, students can experience the decision-making process and understand the complex issues involved.
Immersive Learning develops and delivers immersive learning exercises which simulate the reality of critical incident management. Delegates, immersed in a realistic environment, are able to experience the decision-making process and the complex issues facing the police and ​​other agencies. Immersive Learning delivers these exercises for all ranks and levels within the police service and partner agencies.
​​Immersive Learning uses the simulation system and methodology of 'Hydra' to recreate live incidents such as train derailments, plane crashes, riots and armed sieges, or major crime investigations. These exercises include Public Order Command at Gold, Silver and Bronze levels, Multi Agency Child Protection, and Critical Incident Management for sergeants and inspectors.
​​Immersive Learning also use the debriefing system 10,000 Volts. This is a technology assisted debriefing tool which uses networked computers to capture text input from an unlimited number of anonymous sources simultaneously. The data is immediately visible to all users as it enters the system, although it remains non-attributable to source. ​
