Can the BBC be trusted to handle its own complaints?

http://www.redress.cc/global/rlightbown20101109
By Richard Lightbown

9 November 2010

Richard Lightbown describes how his complaint to the BBC about the Panorama documentary "Death on the Med" had been "fobbed off with a variety of excuses and imaginative distortions of the facts". He says the BBC can no longer be trusted to regulate itself and must be brought under the control of the UK telecommunications regulator Ofcom.

The BBC’s pro-Zionist bias is well known, especially since Director-General Mark Thompson’s refusal in January 2009 to allow a public charity appeal for the people of Gaza following Israel’s brutal assault during Operation Cast Lead. Mr Thompson had argued that airing the appeal could compromise BBC impartiality.

It is a pity that the staff at Panorama, the BBC’s flagship current affairs programme, did not share their editor-in –chief’s concerns when they produced a documentary entitled “Death in the Med”, which was aired on 16 August this year. The programme, presented by reporter Jane Corbin, claimed to produce new evidence from both sides of Israel’s raid on the Gaza Freedom Flotilla “to piece together the real story for the first time”.
Omission and biased nuance

In order to fit into the short half-hour time slot, the documentary concentrated solely on the attack on the Turkish ship, the Mavi Marmara. Thus, the assaults on the other five vessels were not even mentioned, along with the considerable gratuitous violence against non-violent activists on three of the ships. Nor was the illegal and sometimes sadistic detention of passengers and crew, which included further violence, maltreatment and humiliation. Nor the widespread theft of property and cash, along with looting of aid items and the fraudulent use of activists” credit cards. Nor the disposal of some of the aid in a landfill site in the Negev desert, and the months of delay for at least half of the total cargo in the port of Haifa. (I have still been unable to find confirmation that the 3,500 tons of cement have in fact been safely delivered to Gaza.)

Yet despite the time constraints and the proclaimed emphasis on the raid of the flotilla flagship, Ms Corbin did manage to find time to belittle the aid carried by the flotilla (of which only a small proportion was on the Mavi Marmara) and to question the true motives of the participants. There was also time to allude to terrorism by the Turkish charity and co-organizer of the flotilla, IHH, and to mention the rocket fire from Gaza into southern Israel.

However, time constraints prevented any mention of Zionist terrorism from the Irgun bombs thrown from cars in Arab crowds in the 1930s through decades of international atrocities to the killing of Gazan fishermen and farmers in the present day.

(The programme’s deputy editor, Daniel Pearl, told me it was necessary to mention the rockets to explain why Israel claims the blockade is in place. Apparently, it was not necessary to inform or remind viewers that the International Committee of the Red Cross (ICRC) has publicly stated that the blockade is a collective punishment that is illegal under international law, or to mention the United Nations Development Programme assessment of the humanitarian crisis in Gaza. This situation might help to explain why some Palestinians feel a need to fire rockets at southern Israel. Did the editors of Panorama really expect their viewers to work this out for themselves?)

This then was hardly the “real story” that was claimed, while the “new evidence” consisted of a few seconds of additional footage that the Israelis had released to the compliant documentary team. Everything else has been in the public domain for weeks. Yet the programme conveniently overlooked the fact that these same generous authorities had confiscated huge amounts of photographic evidence from the flotilla and also filmed the whole raid themselves. Hundreds of hours of important evidence from these sources remain suppressed or possibly destroyed, yet no one would have learned this from Ms Corbin’s reportage. The extent of the bias exhibited by the programme can be gauged by the fact that Israel’s Ministry of Foreign Affairs (MFA) website provides a link to the entire half-hour programme. (The rest of the same page includes such gems as a press conference where Deputy Foreign Minister Danny Ayalon, hardly a model of impartiality, stated that “The armada of hate and violence in support of the Hamas terror organization was a premeditated and outrageous provocation.” Panorama is in good company.) ... ... ...

wow in a follow up to the popular Kurtlar Vadisi Irak we have another Turkish production in the famous Valley Of Wolves series, set to re fan the flames:

Turkey's Rambo takes on Israel
As Ban Ki moon struggles to patch up relations between Israel and Turkey following the raid on a Turkish aid ship by the Israeli Defense Forces, a Turkish film company has decided to rock the boat, so to speak. Passions on both sides are likely to be inflamed by a new film portraying a Turkish agent exacting revenge on the Israeli troops who carried out the May 31 raid.

The film's hero, played by the Turkish film star, Necati Sasmaz, is openly defiant of Israeli authorities as he leads his team on a series of bloody strikes on Israeli targets, shooting up Israeli ground troops and blowing up Israeli helicopters. "Why did you come to Israel," an Israeli soldier asks Alemdar at a checkpoint. "I did not come to Israel I came to Palestine."

The films' producers courted controversy in 2006 with the release of a Valley of the Wolves movie set in Iraq and depicting the U.S. military as hair-trigger aggressors. That film cost over $10 million to make, more than any previous Turkish film, and was a hit at the box office. It included a performance by American actor Gary Busey, who played a Jewish-American doctor who harvested prisoners' organ for resale to rich clients in the United States.

Just finished wading through this lengthy document

This Human rights Council UN document makes Israels actions pretty damning.

illegal, unlawful, summary executions, torture, untenable evidence. Very useful document to help establish the truth and counter pro zionist and pro israeli attempts to justify their actions.

"Israel could have tied a rope around the ship's propeller to make it stop, without firing bullets, or it could have used water on activists. It could have blocked the route with its own ships," the Turkish official said.

Turkey slams Israeli flotilla report, issues own
ANKARA | Mon Jan 24, 2011 1:37pm EST

(Reuters) - Turkey released details on Monday of its own report into the bloody seizure of a Gaza-bound Turkish aid ship, a day after Israel published contradictory findings that reignited a furious dispute between the two.

Nine Turks were shot dead in the clash on May 31 last year when Israeli marines stormed a flotilla organized by a Turkish Islamist charity, which ignored orders to turn back as it tried to breach an Israeli blockade of the Gaza Strip.

Turkey's report said two of the activists killed on the vessel, the Mavi Marmara, were shot from a military helicopter.

"The Israeli soldiers shot from the helicopter onto the Mavi Marmara using live ammunition and killing two passengers before any Israeli soldier descended on the deck," said the report, published by state-run news agency Anatolian.

"During the attack, excessive, indiscriminate and disproportionate force was used by the Israeli soldiers against the civilians on board," it said.

Israel's Turkel Commission, whose report will form the core of Israel's submission to a U.N. investigation, cleared the Israeli government and military of wrongdoing and said the operation was legal and justified overall, to Ankara's outrage.

It concluded that the Israeli army did not fire any rounds from the helicopter and marines resorted to guns only after their "less lethal" primary weapons failed to drive back passengers who attacked them as they boarded the ferry.

Turkey responded by publishing for the first time details of its report submitted last September to the U.N. investigation.

"We expected the report to say that mistakes were made and disproportionate force was used, but instead the report's attitude almost renders the Israeli soldiers heroes," a Turkish foreign ministry official told reporters.

The report said Israeli forces had terrorized passengers, abusing them physically and psychologically. It said some passengers were strip-searched and sexually humiliated.

"Israel washed the corpses to avoid further examination of the bodies. They painted over bullet holes on the ship. Why would you try to distort or spoil the evidence if you did not feel guilty?" the Turkish foreign ministry official said.

APOLOGY SOUGHT

Turkish autopsies found that the nine men had been shot with 9mm bullets, short-range ammunition, though one also suffered a brain injury from a projectile that may have been from so-called "bean-bag" shotgun ammunition.

Both reports delivered contradictory conclusions on the methods used to intercept the flotilla.

"Israel could have tied a rope around the ship's propeller to make it stop, without firing bullets, or it could have used water on activists. It could have blocked the route with its own ships," the Turkish official said.

The Turkel report states the Israeli authorities used less force than would have been permissible under international law, and tactics such as entangling a ship's propeller often pose considerable danger to the vessel and its passengers.

Ozdem Sanberk, a Turkish member of the U.N.'s flotilla inquiry, wrote in the Financial Times on Monday that the two countries, once allies, were now deeply estranged.

"The publication of Israel's official defense of its actions before a United Nations panel is happening in a fashion more likely to open new wounds than heal the breach," Sanberk said.

"An apology for the killings, along with compensation for the dead and injured, would create the basis for a fresh start in relations."

Turkey has scaled back ties and demanded Israel apologize and pay damages for the raid, which caused an international outcry. Israel has broached compensation but refused to admit fault.

In September, three investigators for the U.N. Human Rights Council declared the Mavi Marmara interception unlawful, saying it resulted in violations of international humanitarian law.

Israel had boycotted that panel, calling it biased, but is cooperating with a separate investigation set up by U.N. Secretary General Ban Ki-moon and still under way.

German-led freedom flotilla due to head to Gaza next month: report
Berlin, April 7, IRNA -- There are reportedly plans to send an international freedom flotilla to Gaza next month to finally end the siege by the Zionist regime as part of a German-led campaign, the website Palaestina Portal said Thursday.

One year after a lethal Israeli naval raid on a Turkish aid ship on its way to Gaza,
a second freedom flotilla is scheduled to set sail for Gaza in May 'to break
the Gaza blockade and allay the suffering of the (Gazan) population,' according
to German organizers.

Pro-Palestinian activists from several European countries, among them Germany,
Belgium, Italy, France, Greece, the Netherlands, Sweden, Ireland, Austria
and Switzerland, as well as from Asia and North and South America are expected
to take part in the dangerous mission.

More than 1,000 international organizations have voiced their active support
for the campaign, dubbed 'Freedom Flotilla II'.

The initiative is also aimed at stepping up pressure on the international community
to rethink its sanction policy against the Hamas government in Gaza and withdraw
its backing for the Zionist occupying regime.

In May 2010, nine activists on board a Turkish aid ship were killed when
Israeli naval commandos stormed their aid flotilla, triggering international
condemnation and outrage.

Turkey to Israel: We won't stop upcoming Gaza flotilla
Turkish rebuttal comes after Israel officially requested that Ankara thwart a planned attempt to launch a 15-ship flotilla, one year after an IDF takeover of a similar endeavor ended with the killing of 9 Turkish activists.

By Reuters
Tags: Israel news Gaza flotilla Turkey

Turkey said on Thursday it had received a request from Israel to help stop activists sailing to Gaza on the first anniversary of an Israeli raid on a Turkish ship, but it said the flotilla plan was not Ankara's concern.

Turkey, a Muslim former ally of the Jewish state, has scaled back ties, demanding Israel apologize and pay damages for last year's raid, which caused an international outcry

Nine Turks were shot dead in the May 31 clash when Israeli marines stormed a flotilla organized by a Turkish Islamist charity, which ignored orders to turn back as it tried to breach an Israeli blockade of the Gaza Strip.

The Free Gaza Movement, a pro-Palestinian activist umbrella group, has said that a flotilla expected in late May would comprise 15 ships with international passengers including Europeans and Americans.

Israel's ambassador to Turkey, Gaby Levy, asked the Turkish government this week to help stop the activists, saying sending humanitarian aide to Gaza outside legal channels was a "provocation," an Israeli diplomatic official told Reuters.

Asked about the request, a Turkish foreign ministry official told Reuters: "We listened to the message given by the Israeli side and told them this is an initiative by civil society."

The official did not elaborate.

The IHH, the Turkish Islamist charity that owned the Mavi Marmara ship which was raided by the Israeli commandos, has said it will join the "Freedom Flotilla II." It also plans to send its own convoy led by the Mavi Marmara after Turkey's general election on June 12.

An IHH official told Reuters the group has not been approached by the Turkish government over its plans to send another flotilla and added: "In Turkey governments don't tell NGOs what to do and what not to do."

Israel has also asked the United Nations to help stop the activists. Israeli Prime Minister Benjamin Netanyahu told U.N. Secretary-General Ban Ki-moon that the mission of ships "was being organized by Islamic extremist elements" intent on bringing about "a flare-up."

Turkey, a secular Muslim nation, has been an important regional ally of Israel for more than a decade.

Prime Minister Tayyip Erdogan's AK Party government, which has roots in banned Islamist movements, froze relations with Israel after the deadly raid.

Ankara has demanded an apology as a condition for mending ties, regardless of a U.N. probe's findings into the incident.

5 minute old news is stale these days, maybe?
“The ship’s aqua pilot sailing system has broken down and our ship is spinning, going in circles, and turning round and round. We are therefore unable to get out of the Egyptian territorial waters,” a press statement from the organization said.
I don't wish to question the link you so kindly provided but in all ships I ever sailed in, there's a little switch, within the helmsman's reach, usually labelled 'Autopilot On/Off' - nice excuse in the circumstances though, for lubbers ;-)

PRESS STATEMENT

The Spirit of Rachel Corrie Mission hereby objects to the use of an Israeli land port to deliver its humanitarian aid to the Palestinian people.

The team is thankful to the Malaysian Government for their negotiations with the Egyptian Government in securing the docking of MV Finch into the El-Arish Port since May 16th.

We have been informed that the Egyptian Government has imposed on the Malaysian Government as a condition precedent for the cargo to be discharged, that the same be transported via Karem Shalom, at the Israeli border in Gaza.

The team was never consulted in the negotiations nor was its opinion taken into consideration by the Egyptian Government.

This decision is against the principle of the team’s mission, which is to break the illegal siege of Gaza by the Israelis.

Have we agreed to the cargo being unloaded via Israel, we would have agreed on the 16th of May, when the Israeli navy demanded that we proceed to Ashdod.

However, we insisted in proceeding to Gaza Port and were then attacked brutally by the Israeli navy.

On 28th April 2011, the Foreign Ministry of Egypt issued a statement that the Rafah Crossing would be permanently opened to enable humanitarian aid to pass through Gaza.

It is therefore in contradiction and inconsistent with our intent that our cargo should now be diverted via Israel and with the expressed permission of Israel which we did not and will not seek in any circumstances.

To comply with this unreasonable demand would abrogate the fundamental principle by which we embarked on this mission – to break the illegal siege of Gaza.

In addition, we are not assured that this cargo would in fact be delivered to Gaza, as in the past, all assurances given to previous missions were not implemented and most of the humanitarian aid were laid to waste, only 40% was allowed to enter Gaza.

For the past 10 days, we were given repeated assurances by the Egyptian Government that the cargo of PVC pipes to restore the destroyed sewerage system would in fact be transported via Rafah.

This turn of events demonstrates the insincerity of the Egyptian Government and their implicit endorsement of the illegal siege when they explicitly stated they would permanently open the Rafah Crossing to humanitarian aid, and as this aid will prevent the spread of infectious diseases must be considered humanitarian aid.

We are therefore compelled to take drastic action to uphold the dignity of the Palestinian people and the justice of the cause. Any compromise of this fundamental principle would undermine the heroic struggle of the Palestinians in the last few years to resist the cruel and inhumane blockade of Gaza, the largest open prison in the world and a collective punishment of the 1.5 million Palestinians in Gaza.

This is a unanimous decision of the team which consists of a crew of 5 comprising 3 Malaysians and 2 Indians, and 7 activists made up of 4 Malaysians, 2 Irish and 1 Canadian, expressing and representing the aspirations of all people who support the just struggle of the Palestinians to break the inhumane and illegal siege.

This illegal siege by Israel is a contravention of the Geneva Conventions which inter alia provides that a nation under occupation is entitled to have access to clean drinking water and sanitary conditions.

As a result of the barbaric invasion codenamed “Operation Cast Lead” in 2008, 7.5km of sewage pipes were destroyed. Yet, our cargo of 7.5km PVC pipes, a humanitarian aid to restore the existing sewerage system, has been denied entry to Gaza.

We appeal to all just and peace loving people to support our stand on this issue and the struggle of the Palestinians to live in peace and dignity.

Leader Of Malaysian Humanitarian Aid Mission To Gaza On Hunger Strike

Matthias Chang, 61, leader of the Malaysian humanitarian aid mission to Gaza has gone on a hunger strike since Thursday evening onboard the cargo ship, MV Finch, in protest against the refusal of the authorities here to allow the ship to enter El-Arish Port.
The action was taken immediately after the Egyptian army turned away the vessel from the port area, according to Bernama reporter Mohd Faizal Hassan, who is among 12 passengers, including humanitarian activists, and crew members onboard the MV Finch via SMS Friday.
He said the port authorities had earlier given permission for the ship to berth there and to supply food but changed their mind at the last minute without any clear reason.
However, food supply came from the agent appointed by Perdana Global Peace Foundation (PGPF) last night (local time).
Until morning here, Chang refused to eat although persuaded to do so and his hunger strike is expected to continue until the humanitarian mission team’s request to berth in the port is granted.
The port authorities have been informed about this and have been asked to prepare for any possible medical assistance required.
Mohd Faizal said it was understood that permission to berth in El-Arish Port would be given Saturday but there had been no confirmation on this from any of the relevant authorities here.
MV Finch is skippered by Malaysian Captain Abdul Jalil Mansor who is assisted by four crew members, Zainuddin Mohamad and Mohd Jaffery Ariffin from Malaysia, and Indian nationals Sharma Chandan Shimla and Pal Satya Prakash.
Besides the Bernama reporter, also onboard are New Straits Times reporter Iskandar Alang Bendahara, a volunteer from Felda, Mohd Radzillah Abdullah, and humanitarian activists Derek Graham and Jenny Graham from Ireland, and Julie Levesque from Canada.
In KUALA LUMPUR, Dr Zulaiha Ismail from PGPF said all the passengers and crew members onboard the MV Finch were in good health while the food supply sent to the vessel last night could last a few days.

Freedom Flotilla 2 to sail in late June to Gaza
Posted on 09 May 2011.
10th May Press Statement
Freedom Flotilla II

Paris. France

The international steering committee of Freedom
Flotilla II just concluded its planning meeting in
Paris, a few weeks before the
scheduled departure of the flotilla to Gaza.

Freedom Flotilla II will leave during the third
week of June, with ships departing from various
European ports including Marseilles. We"re very
pleased to announce the recent addition of a Swiss-German
boat to the flotilla. In July 2010 Germany"s Bundestag passed a
resolution calling for an end to the Israeli blockade of Gaza.

A number of our respective governments have said the same. The UN Human
Rights Committee Fact Finding Mission into the 2010 flotilla attack
found Israeli"s blockade on Gaza to be unlawful. The International
Committee of the Red Cross has said that Israel must end its illegal
closure of Gaza.

Yet Israel continues to disregard international law
and ignore the will of the international community. Without any strong
diplomatic action being taken to enforce international law and defend
the human rights of the Palestinian people, the flotilla must sail and
other international initiatives to end Israel"s impunity are called
for.

We are encouraged by the reported decision of the new Egyptian
government to open the Rafah crossing. But just as Egyptians stayed in
Tahrir Square, accepting nothing less than the departure of the former
regime, so too we must accept nothing less than a full end of the
illegal blockade of Gaza and all forms of the Israeli occupation of
Palestine.

In one week, Palestinians will mark 63 years since the Nakba and the
beginning of the dispossession of the Palestinian people from their
homes. Next month will mark 44 years since the onset of the Israeli
occupation of the West Bank, Gaza and Jerusalem. And July will mark 44
years since the near hermetic closure of Gaza. The question is no
longer why we are sailing to break the blockade, but why is it taking
the international community so long to act. We call on the community
of states and people around the world to uphold international law in
Palestine, and support the Freedom Flotilla.

Tomorrow, members of the Steering Committee will head to Strasbourg
for meetings with European Parliament members to discuss details of
the flotilla and their active support. From now until we sail members
of the flotilla will be meeting their government officials, the UN and
other international organisations to gain support for this global
civil society action to end Israel"s criminal blockade of Gaza.

Youths to protest Ki-moon flotilla statement in Ramallah
[ 02/06/2011 - 11:39 AM ]

RAMALLAH, (PIC)-- Youth groups in Palestine have launched Facebook pages calling for a sit-in Friday to protest statements by UN secretary-general Ban Ki-moon urging to thwart the Freedom Flotilla II set to deliver aid to Gaza 20 June.

The groups said the sit-in would take place in front of the UN headquarters near Ramallah cultural palace.

“We will emerge tomorrow to demand that Ban Ki-moon retract these dangerous statements and promptly apologize to the Palestinian people and the families of those killed on the Freedom Flotilla. We also say no to providing a green light by official and legal international mechanisms to attack any ships or sea convoys that come to welcome the breaking of the siege on the Palestinians,” the group said.

Ki-moon had called on relevant governments to use their influence to see that such ships are not deployed.

Palestinians believe that such statements by the UN chief give cover for the Israeli occupation to attack the aid ships.

Piracy Israeli law to prevent the fleet of freedom "2" from reaching Gaza Reached by Israeli lawyers to the judicial method, will give Israel an additional opportunity to stop the convoy of ships that you intend to go to Gaza on 20 June. The organization was able to "Chorat Ahdin" Israeli human rights group, to persuade the insurance company to "Lloyds" not to secure the convoy ships, and began to take judicial remedies for injunction to prevent the financiers and the means of communication via satellite from granting permission for the vessels of the convoy. According to the justice systems in the United States, it is incumbent on the Organization "Chorat Ahdin" that is already taking its judicial remedies against the company, so it has today sent letters to the company and its directors. He wrote in the letter, the human rights organization "Chorat Ahdin" warned the company Inmersat in the United States, which supplied ships network connection via satellite is at the heart of the Mediterranean, not the supply of vessels participating in the convoy to Gaza connection service via satellite. The organization warned that if you did not cancel the services immediately, the organization steps will be taken a lawsuit against the company in the United States. The experts explained that the service of satellite communication is very important for ships, in order to move into the sea, and they explained that it can not move into the sea without the help of such tools. According to U.S. law, the supply of such services is a violation of criminal legal perspectives, namely (First: on the one hand the law is working on helping the enemies of the friendly countries, and the second: that is preventing assistance to any aggressor to friendly countries to the United States. No Israeli apologies to Turkey over Freedom Flotilla deaths
Topic: Israel attacks Pro-Palestinian aid flotilla

Avigdor Lieberman

TEL AVIV, July 22 (RIA Novosti)

Israeli Foreign Minister Avigdor Lieberman on Friday ruled out an Israeli apology to Turkey over the deadly raid on a Gaza-bound ship last year.
"This is not protection but betrayal of our soldiers. An apology is a defeat on the battlefield and on the state arena; it is a sign of weakness and uncertainty," the minister said.
Israel Defense Forces (IDF) killed nine Turkish activists aboard a Gaza-bound flotilla as they were trying to breach Israel's naval embargo of Gaza.
Israel maintains that commandos who raided the ship opened fire because activists attacked them, but the activists say they were attacked first.
Lieberman responded to an earlier report that Prime Minister Benjamin Netanyahu had received legal advice from Israel's attorney general that apologizing would forestall Turkish efforts to issue indictments against IDF soldiers involved in the Gaza flotilla raid in 2010, the Haaretz newspaper reported.
"The use of legal arguments to justify an apology to Turkey shows an inability to withstand pressure," Lieberman said. "This is not a legal problem but a diplomatic one. This is irresponsibility on the part of the political echelon."
On Thursday, Deputy Prime Minister Moshe Ya'alon said that he saw no possibility for reconciliation between Israel and Turkey due to Ankara's insistence that Israel apologize, saying that Israel would not apologize or compensate the victims' families.

Turkey in warning to Israel: You have one day to apologize for Gaza flotilla raid
BY ATS – SEPTEMBER 1, 2011

Foreign Minister Ahmet Davutoğlu says UN-authored Palmer report on the 2010 incident must be published by September 2 as scheduled, and threatens sanctions if Israel doesn’t apologize beforehand.

Haaretz

9/1/11

By Barak Ravid

Turkey declared Thursday that it would not tolerate further delay in the release of a United Nations report concerning Israel’s deadly raid on a Gaza-bound flotilla in 2010, and warned of consequences including sanctions should Israel continue to refuse to apologize for the incident.

Publication of the Palmer Commission’s report into the Israel Defense Force’s raid, in whichTurkish activists died aboard the Mavi Marmara, has been postponed three times. In each case the delay took place following the consent of both Turkey and Israel, and as a result of their joint request to the UN secretary general.

Haaretz reported earlier this week that Prime Minister Benjamin Netanyahu had suggested to both Turkey and to the United Nations secretary general that the release date again be postponed past the scheduled September 2 release date, and that the idea was dismissed by the Turks.

Turkey expels Israel diplomats after UN report [ 81056 ] -
Reuters

September 2, 2011

ANKARA (Reuters) -- Turkey expelled Israel's ambassador and suspended military accords on Friday, a day after publication of a UN report saying that Israel had used unreasonable force in a raid on a Gaza-bound ship that killed nine Turkish nationals.

Stung by Israel's refusal to meet demands for a formal apology, pay compensation to families of the dead, and end the blockade of two million Palestinians living in the Gaza enclave, Turkey announced it was downgrading ties with Israel.

"Turkey-Israel diplomatic relations have been reduced to a second secretary level. All personnel above the second secretary level will be sent home by Wednesday at the latest," Foreign Minister Ahmet Davutoglu told a news conference in Ankara.

Israel's ambassador Gabby Levy was currently in Israel and cancelled plans to return to Turkey on Thursday.

Israel on Friday said it accepted the findings of the UN report, and that it hoped to mend ties with Turkey, but reiterated that it would not apologize for the deaths.

Immediately after the attack on the aid convoy last year, Turkey withdrew its ambassador to Israel, suspended joint military exercises, and barred Israeli military aircraft from Turkish airspace.

On Friday, Turkey went a step further by putting military pacts with its erstwhile ally on ice.

"All military agreements have been suspended," Davutoglu added.

Turkey's reaction to the long-awaited report, which also declared that Israel's naval blockade of the Gaza Strip was legal, deepened a rift that broke wide open in 2009 after Prime Minister Tayyip Erdogan lambasted the then Israeli President Shimon Peres in Davos over an Israeli offensive in Gaza.

Faced with radical changes wrought by the Arab Spring, both Turkey and Israel are desperately trying to adjust to the new political landscape in the region.

But enduring ill-feeling resulting from the flotilla incident has ruined chances of the regional military heavyweights working together, despite the United States' efforts to encourage a rapprochement between two valued allies.

And Erdogan's stand on the Palestinian issue has held Turkey in good stead among Arabs agitating for greater democracy, notably in Egypt and more recently Syria.

But Turkey has carefully avoided a complete breakdown in relations with Israel.

Both have benefited from military intelligence and cooperation in the past, and Turkey has its own security concerns over a Kurdish insurgency in its southeast.

An Israeli official said ongoing defense deals include the upgrade by Israel of Turkish tanks and F-16 jets, as well as the sale of military drone aircraft.

"We are studying the implications of the Turkish announcement," the official said without elaborating on the value or prospects for those deals.

By stepping up diplomatic pressure in a calibrated fashion, Ankara has left open chances for a change of heart either by the current Israeli coalition, or a future government.

"The Israeli government is responsible for the point we have reached today. For as long as the Israeli government does not take the necessary steps, there is no question of returning from this point," Davutoglu said.

Legal challenges

Davutoglu said some of the report's findings were questionable and that Turkey did not recognize the legitimacy of the blockade of Gaza.

"Turkey will take all measures which it sees as necessary for freedom of navigation in the eastern Mediterranean," the minister said.

"Turkey does not recognize Israel's blockade of Gaza. It will secure the study of this blockade at the International Court of Justice," he added.

Israel calls its Gaza blockade a precaution against arms reaching Hamas and other Palestinian guerrillas by sea. Palestinians and their supporters say the blockade is illegal collective punishment, a view some UN officials have echoed.

The Hamas movement, which controls Gaza, issued a statement supporting Turkey's stand.

"Hamas movement welcomes the Turkish step and the dismissal of the Israeli ambassador in Turkey and sees it as a natural response to the Israeli crime committed against the Freedom flotilla and the occupation's insistence to continue its blockade on Gaza," Hamas spokesman Sami Abu Zuhri said.

Davutoglu also said support would be given to Turkish and foreign victims of the Israeli raid to seek justice from courts. One of the nine Turks killed was a US citizen.

The report, prepared by a panel headed by former New Zealand prime minister Geoffrey Palmer, is expected to be formally handed to UN Secretary-General Ban Ki-moon later on Friday and officially released then.

The New York Times posted on its website on Thursday a copy it had obtained.

Davutoglu said Palmer and the deputy of the panel exceeded their authority in including views which were more political than legal.

"Turkey does not accept this... We are determined to bring the matter to international legal forums," he said.

Support for Palestinians

The report said Israeli commandos faced "organized and violent resistance from a group of passengers" in the incident last year. It also said two Israeli marines suffered gun shot wounds, but stopped short of saying whether pro-Palestinian activists used firearms.

But in criticism of Israel, it said the amount of force used by the Israelis on board the Mavi Marmara, the largest in a flotilla of six ships that the crew said were delivering aid to Palestinians in Gaza, was "excessive and unreasonable."

Davutoglu said the report cited evidence that most of those who killed were shot several times from close range.

There has been speculation that Turkey could pursue Israel through the International Criminal Court in the Hague.

Turkey has already said it would support any move by the Palestinians to obtain recognition of statehood through the United Nations.

With the Palmer report still pending, Erdogan had canceled a trip to Egypt a few weeks ago due to the political flux in Cairo.

There was talk that Erdogan would go to the crossing between Egypt and Gaza during that trip, a symbolic visit that would have starkly demonstrated Israel's growing isolation in the region since the fall of Egypt's president Hosni Mubarak early this year.

UN censures Israel for raid on flotilla that killed nine Turks
By Donald Macintyre in Jerusalem
Friday, 2 September 2011
http://www.independent.co.uk/news/world ... 47880.html
Israel's naval blockade of Gaza is legal and justified but it used unreasonable and excessive force when it killed nine Turks on a flotilla trying to break through it, a UN report has concluded.
A special UN inquiry found that Israeli commandos who boarded the lead ship in a Turkish-based Gaza-bound flotilla in May 2010 encountered "organised and violent resistance" by a group aboard the ship and were required to use force to protect themselves. But the loss of life was unacceptable and the later treatment of passengers by the Israeli forces was abusive, the report concluded. The long-awaited report into the deaths aboard the Mavi Marmara by a team headed by Sir Geoffrey Palmer, former New Zealand premier, will be published today against a background of a serious deterioration in relations between Israel and the country that has long been its closest Muslim ally.
The report, whose publication both governments have at times sought to delay, is unlikely to reverse the growing tension between the two countries.
Turkey has repeatedly challenged the legality of the blockade and continued yesterday to demand the full apology which Israel has declined to make for the deaths on the vessel. The Turkish Prime Minister, Recep Tayyip Erdogan, has suggested that lifting of the naval blockade would be required before Ankara returns its currently withdrawn ambassador to Tel Aviv.

Turkish Officials: No More "Israeli Bullying" In Eastern Mediterranean
http://imemc.org/article/61944
Monday September 05, 2011 11:05 by Saed Bannoura - IMEMC News
According to a report by Turkish media agency Hurriyet, Turkish officials have pledged to accompany any future civilian aid missions to Gaza, saying, " The eastern Mediterranean will no longer be a place where Israeli naval forces can freely exercise their bullying practices against civilian vessels".
Image
Turkish naval ship (image from PopJolly)

The announcement came just after the release of the Palmer Report of the United Nations, which both condemns the excessive use of force by Israeli forces in an attack on a Turkish aid ship in 2010, in which Israeli troops killed nine aid workers, and justifies the Israeli siege on the Gaza Strip. The Palmer Report says that the Israeli siege of Gaza is lawful, a claim that has been challenged by international law experts, including the Center for Constitutional Rights.

Turkish President Recep Erdogan was reportedly angered by the report, which he felt downplayed the Israeli aggressive action in international waters, which would normally be considered an act of piracy.

Erdogan also announced that he plans to visit the Gaza Strip in the near future, adding, "Our primary purpose is to draw the world’s attention to what is going on in Gaza and to push the international community to end the unfair embargo imposed by Israel."

According to Sunday's report, the Turkish navy will increase its presence in the eastern Mediterranean Sea to counter Israeli naval forces stationed in international waters to enforce the naval blockade preventing any goods or passengers from entering the Israeli-occupied Gaza Strip.
