On Wednesday, an “industry-led and UN-convened” alliance of private banking and financial institutions announced plans at the COP26 conference to overhaul the role of global and regional financial institutions, including the World Bank and IMF, as part of a broader plan to “transform” the global financial system. The officially stated purpose of this proposed overhaul, per alliance members, is to promote the transition to a “Net-Zero” economy. However, the group’s proposed “reimagining” of international financial institutions (IFIs), according to their recently published “progress report”, would also move to merge these institutions with the private banking interests that compose the alliance; create a new system of “global financial governance”; and erode national sovereignty among developing countries by forcing them to establish business environments deemed “friendly” to the interests of alliance members. In other words, the powerful banking interests that compose this group are pushing to recreate the entire global financial system for their benefit under the guise of promoting sustainability.

This alliance, called the Glasgow Financial Alliance for Net Zero (GFANZ), was launched in April by John Kerry, US Special Presidential Envoy for Climate Change; Janet Yellen, US Secretary of the Treasury and former chair of the Federal Reserve; and Mark Carney, the UN Special Envoy for Climate Action and Finance and former chair of the Bank of England and Bank of Canada. Carney, who is also the UK Prime Minister’s Finance Advisor for the COP26 conference, currently co-chairs the alliance with US billionaire and former Mayor of New York City, Michael Bloomberg.

Upon its creation, GFANZ stated that it would “provide a forum for strategic coordination among the leadership of finance institutions from across the finance sector to accelerate the transition to a net zero economy” and “mobilize the trillions of dollars necessary” to accomplish the group’s zero emissions goals. At the time of the alliance’s launch, UK Prime Minister Boris Johnson described GFANZ as “uniting the world’s banks and financial institutions behind the global transition to net zero” while John Kerry noted that “the largest financial players in the world recognize energy transition represents a vast commercial opportunity.” In analyzing those two statements together, it seems clear that GFANZ has united the world’s most powerful private banks and financial institutions behind what they see as, first and foremost, “a vast commercial opportunity”, their exploitation of which they are marketing as a “planetary imperative.”

GFANZ is composed of several “subsector alliances”, including the Net Zero Asset Managers Initiative (NZAM), the Net Zero Asset Owner Alliance (NZAOA), and the Net Zero Banking Alliance (NZBA). Together, they command a formidable part of global private banking and finance interests, with the NZBA alone currently representing 43% of all global banking assets. However, the “largest financial players” who dominate GFANZ include the CEOs of BlackRock, Citi, Bank of America, Banco Santander and HSBC, as well as David Schwimmer, CEO of the London Stock Exchange Group and Nili Gilbert, Chair of the Investment Committee of the David Rockefeller Fund.

Notably, another Rockefeller-connected entity, the Rockefeller Foundation, recently played a pivotal role in the creation of Natural Asset Corporations (NACs) in September. These NACs seek to create a new asset class that would put the natural world, as well as the ecological processes that underpin all life, up for sale under the guise of “protecting” them. Principals of GFANZ, including BlackRock’s Larry Fink, have long been enthusiastic about the prospects of NACs and other related efforts to financialize the natural world and he has also played a key role in marketing said financialization as necessary to combat climate change.

As part of COP26, GFANZ – a key group at that conference – is publishing a plan aimed at scaling “private capital flows to emerging and developing economies.” Per the alliance’s press release, this plan focuses on “the development of country platforms to connect the now enormous private capital committed to net zero with country projects, scaling blended finance through MDBs [multilateral development banks] and developing high integrity, credible global carbon markets.” The press release notes that this “enormous private capital” is money that alliance members seek to invest in emerging and developing countries, estimated at over $130 trillion, and that – in order to deploy these trillions in invest – “the global financial system is being transformed” by this very alliance in coordination with the group that convened them, the United Nations.

Proposing a Takeover
Details of GFANZ’s plan to deploy trillions of member investments into emerging markets and developing countries was published in the alliance’s inaugural “Progress Report”, the release of which was timed to coincide with the COP26 conference. The report details the alliance’s “near-term work plan and ambitions,” which the alliance succinctly summarizes as a “program of work to transform the financial system.”

The report notes that the alliance has moved from the “commitment” stage to the “engagement” stage, with the main focus of the engagement stage being the “mobilization of private capital into emerging markets and developing countries through private-sector leadership and public-private collaboration.” In doing so, per the report, GFANZ seeks to create “an international financial architecture” that will increase levels of private investment from alliance members in those economies. Their main objectives in this regard revolve around the creation of “ambitious country platforms” and increased collaboration between MDBs and the private financial sector.

Per GFANZ, a “country platform” is defined as a mechanism that convenes and aligns “stakeholders”, i.e. a mechanism for public-private partnership/stakeholder capitalism, “around a specific issue or geography”. Examples offered include Mike Bloomberg’s Climate Finance Leadership Initiative (CFLI), which is partnered with Goldman Sachs and HSBC, among other private-sector institutions. While framed as being driven by “stakeholders,” existing examples of “country platforms” offered by the GFANZ are either private-sector led initiatives, like the CFLI, or public-private partnerships that are dominated by powerful multinational corporations and billionaires. As recently explained by journalist and researcher Iain Davis, these “stakeholder capitalism” mechanism models – despite being presented as offering a “more responsible” form of capitalism – instead allow corporations and private entities to participate in forming the regulations that govern their own markets and giving them a greatly increased role in political decision-making by placing them on equal footing with national governments. It is essentially a creative way of marketing “corporatism,” the definition of fascism infamously supplied by Italian dictator Benito Mussolini.

In addition to the creation of “corporatist” “country platforms” that focus on specific areas and/or issues in the developing world, GFANZ aims to also further “corporatize” multilateral development banks (MDBs) and development finance institutions (DFIs) in order to better fulfill the investment goals of alliance members. Per the alliance, this is described as increasing “MBD-private sector collaboration.” The GFANZ report notes that “MDBs play a critical role in helping to grow investment flows” in the developing world. MDBs, like the World Bank, have long been criticized for accomplishing this task by trapping developing nations in debt and then using that debt to force those nations to deregulate markets (specifically financial markets), privatize state assets and implement unpopular austerity policies. The GFANZ report makes it clear that the alliance now seeks to use these same, controversial tactics of MDBs by forcing even greater deregulation on developing countries to facilitate “green” investments from alliance members.

The report explicitly states that MDBs should be used to prompt developing nations “to create the right high-level, cross-cutting enabling environments” for alliance members’ investments in those nations. The significantly greater levels of private capital investment, which are needed to reach Net-Zero per GFANZ, require that MDBs are used to prompt developing nations to “establish investment-friendly business environments; a replicable framework for deploying private capital investments; and pipelines of bankable investment opportunities.” GFANZ then notes that “private capital and investment will flow to these projects if governments and policymakers create the appropriate conditions”, i.e. enabling environments for private-sector investments.

In other words, through the proposed increase in private-sector involvement in MDBs, like the World Bank and regional development banks, alliance members seek to use MDBs to globally impose massive and extensive deregulation on developing countries by using the decarbonization push as justification. No longer must MDBs entrap developing nations in debt to force policies that benefit foreign and multinational private-sector entities, as climate change-related justifications can now be used for the same ends.

This new modality for MDBs, along with their fusion with the private sector, is ultimately what GFANZ proposes in terms of “reimagining” these institutions. GFANZ principal and BlackRock CEO Larry Fink, during a COP26 panel that took place on November 2nd, explicitly referred to the plan to overhaul these institutions when he said that: “If we’re going to be serious about climate change in the emerging world, we’re going to have to really focus on the reimagination of the World Bank and the IMF.”

Fink continued:

“They are the senior lender, and not enough private capital’s coming into the emerging world today because of the risks associated with the political risk, investing in brownfield investments — if we are serious about elevating investment capital in the emerging world … I’m urging the owners of those institutions, the equity owners, to focus on how we reimagine these institutions and rethink their charter.”

GFANZ’s proposed plans to reimagine MDBs are particularly alarming given how leaked US military documents openly admit that such banks are essentially “financial weapons” that have been used as “Financial Instruments and Diplomatic Instruments of US National Power” as well as Instruments of what those same documents refer to as the “current global governance system” that are used to force developing countries to adopt policies they otherwise would not.

In addition, given Fink’s statements, it should not be surprising that the GFANZ report notes that their effort to establish “country platforms” and alter the functioning and charters of MDBs is a key component of implementing pre-planned recommendations aimed at “seizing the New Bretton Woods moment” and remaking the “global financial governance” system so that is “promote[s] economic stability and sustainable growth.”

As noted in other GFANZ documents and on their website, the goal of the alliance is the transformation of the global financial system and it is quite obvious from member statements and alliance documents that the goal of that transformation is to facilitate the investment goals of alliance members beyond what is currently possible by using climate change-related dictates, as opposed to debt, as the means to that end.

The UN and the “Quiet Revolution”
In light of GFANZ’s membership and their ambitions, some may wonder why the United Nations would back such a predatory initiative. Doesn’t the United Nations, after all, chiefly work with national governments as opposed to private-sector interests?

Though that is certainly the prevailing public perception of the UN, the organization has – for decades – been following a “stakeholder capitalist” model that privileges the private sector and billionaire “philanthropists” over national governments, with the latter merely being tasked with creating “enabling environments” for the policies created by and for the benefit of the former.

Speaking to the World Economic Forum in 1998, then-UN Secretary General Kofi Annan made this shift explicit:

“The United Nations has been transformed since we last met here in Davos. The Organization has undergone a complete overhaul that I have described as a ‘quiet revolution’…A fundamental shift has occurred. The United Nations once dealt only with governments. By now we know that peace and prosperity cannot be achieved without partnerships involving governments, international organizations, the business community and civil society…The business of the United Nations involves the businesses of the world.”

With the UN now essentially a vehicle for the promotion of stakeholder capitalism, it is only fitting that it would “convene” and support the efforts of a group like GFANZ to extend that stakeholder capitalist model to other institutions involved in global governance, specifically global financial governance. Allowing GFANZ members, i.e. many of the largest private banks and financial institutions in the world, to fuse with MDBs, remake the “global financial governance system” and gain increased control over political decisions in the emerging world is a banker’s dream come true. To get this far, all they have needed is to convince enough of the world’s population that such shifts are necessary due to the perceived urgency of climate change and the need to rapidly decarbonize the economy. Yet, if put into practice, what will result is hardly a “greener” world, but a world dominated by a small financial and technocratic elite who are free to profit and pillage from both “natural capital” and “human capital” as they see fit.

Today, MDBs are used as “instruments of power” that utilize debt to force developing nations to implement policies that benefit foreign interests, not their national interests. If GFANZ gets their way, the MDBs of tomorrow will be used to essentially eliminate national sovereignty, privatize the “natural assets” (e.g. ecosystems, ecological processes) of the developing world and force increasingly technocratic policies designed by global governance institutions and think tanks on ever more disenfranchised populations.

Though GFANZ has cloaked itself in lofty rhetoric of “saving the planet,” their plans ultimately amount to a corporate-led coup that will make the global financial system even more corrupt and predatory and further reduce the sovereignty of national governments in the developing world.

UK winter energy blackouts: Why could they happen and how would it work?

The UK could face days of blackouts this winter according to the government’s latest “reasonable worst case scenario.”

Businesses–and potentially households–could face power cuts in January if the government is forced to conserve energy, Bloomberg has reported.

This comes amid concerns that annual energy bills could host £4,200 from January, up from the £1,971 cap set in April.

Government officials are so far insisting that the power cuts are highly unlikely to happen.

But the National Grid has admitted that early December could see “tight periods,” as it considers paying coal power plants to generate more electricity.

So what would happen if we did experience blackouts–and when did the UK last experience a gas shortage bad enough to spark power cuts?
Why could winter blackouts happen?

Winter blackouts could happen if gas shortages and cold weather leave the UK without enough power.

Even if coal power plants generate more electricity, there is a chance that the UK may not have enough power to meet peak demand.

If this happens, the government would have to enact emergency measures to conserve power.
How would winter blackouts work?

The network operator would override commercial agreements to direct flows of gas before halting supplies to gas-fired power stations.

As a result, businesses and homes would experience blackouts.
When were there last winter blackouts?

There haven’t been organised blackouts since the early 1970s, when then Prime Minister Ted Heath introduced a three-day working week to conserve energy.

In this instance, the UK didn’t have enough energy following industrial action by coal miners and railway workers, which limited electricity generation.

In 1972, miners went on strike over pay, leading to the Central Electricity Generating Board switching off electricity for up to nine hours a day, impacting both homes and businesses.

The miners, along with other public sector workers, were protesting the cap on pay rises as the government tried to curb high rates of inflation.

Then, in 1973, businesses could only operate for three consecutive days–not including essential services like supermarkets–and TV broadcasts were limited.

'Misleading' HSBC net zero adverts banned for glossing over own responsibility for pollution

Two adverts from HSBC publicising its role in the green transition have been banned for omitting information about its own contribution to carbon dioxide and greenhouse gas emissions.

The posters, seen on bus stops in Bristol and London in October 2021, showed images of waves crashing on a shore and tree growth rings with the phrase: "Climate change doesn't do borders."

They detailed that HSBC aimed to provide up to £880bn ($1trn) in financing and investment globally to help its clients transition to net zero, and helping to plant two million trees in the UK to lock in 1.25 million tonnes of carbon over their lifetime.

Some 45 people complained to the Advertising Standards Authority (ASA), with some arguing that they were misleading because they failed to mention significant information about HSBC's contribution to the climate crisis.

HSBC UK said the financing of greenhouse gas-emitting industries was required during the transition to net zero, and so their continued financing of those industries was not in conflict with the aims of a transition to net zero.

The ASA said the basis of environmental claims must be clear and that unqualified claims could mislead if they omitted significant information.

"We concluded that the ads omitted material information and were therefore misleading," the ASA said in a ruling.

The regulator ruled that "future marketing communications featuring environmental claims were adequately qualified and did not omit material information about its contribution to carbon dioxide and greenhouse gas emissions".

As a business, HSBC said it aimed for a 34% reduction in absolute oil and gas financed emissions and a 75% reduction in financed emissions intensity for the power and utilities sector by 2030.

They planned to phase out their financing of thermal coal by 2030 in the European Union and Organisation for Economic Co-operation and Development (OECD) countries, and by 2040 in the rest of the world.

Campaigners hope the ruling will set a precedent for other adverts from the finance sector.

Robbie Gillett from campaign group Adfree Cities, who led the complaint, called it a "significant moment in the fight to prevent banks from greenwashing their image".

"HSBC can no longer ply us with ads pretending they are green while continuing to bankroll climate breakdown in the background," he said.

A HSBC UK spokesperson said: "The financial sector has a responsibility to communicate its role in the low carbon transition to raise public awareness and engage its customers, so we will consider how best to do this as we deliver our ambitious net zero commitments."

Introduction

We, the Heads of State and Government and High Representatives, meeting at the United Nations Headquarters in New York from 25-27 September 2015 as the Organization celebrates its seventieth anniversary, have decided today on new global Sustainable Development Goals.2. On behalf of the peoples we serve, we have adopted a historic decision on a comprehensive, far-reaching and people-centred set of universal and transformative Goals and targets. We commit ourselves to working tirelessly for the full implementation of this Agenda by 2030. We recognize that eradicating poverty in all its forms and dimensions, including extreme poverty, is the greatest global challenge and an indispensable requirement for sustainable development. We are committed to achieving sustainable development in its three dimensions – economic, social and environmental – in a balanced and integrated manner. We will also build upon the achievements of the Millennium Development Goals and seek to address their unfinished business.3. We resolve, between now and 2030, to end poverty and hunger everywhere; to combat inequalities within and among countries; to build peaceful, just and inclusive societies; to protect human rights and promote gender equality and the empowerment of women and girls; and to ensure the lasting protection of the planet and its natural resources. A world in which consumption and production patterns and use of all natural resources – from air to land, from rivers, lakes and aquifers to oceans and seas – are sustainable. One in which democracy, good governance and the rule of law as well as an enabling environment at national and international levels, are essential for sustainable development, including sustained and inclusive economic growth, social development, environmental protection and the eradication of poverty and hunger. One in which development and the application of technology are climate-sensitive, respect biodiversity and are resilient. One in which humanity lives in harmony with nature and in which wildlife and other living species are protected.

Our shared principles and commitments10. The new Agenda is guided by the purposes and principles of the Charter of the United Nations, including full respect for international law. It is grounded in the Universal Declaration of Human Rights, international human rights treaties, the Millennium Declaration and the 2005 World Summit Outcome Document. It is informed by other instruments such as the Declaration on the Right to Development.11. We reaffirm the outcomes of all major UN conferences and summits which have laid a solid foundation for sustainable development and have helped to shape the new Agenda. These include the Rio Declaration on Environment and Development; the World Summit on Sustainable Development; the World Summit for Social Development; the Programme of Action of the International Conference on Population and Development, the Beijing Platform for Action; and the United Nations Conference on Sustainable Development (“Rio+ 20”). We also reaffirm the follow-up to these conferences, including the outcomes of the Fourth United Nations Conference on the Least Developed Countries, the Third International Conference on Small Island Developing States; the Second United Nations Conference on Landlocked Developing Countries; and the Third UN World Conference on Disaster Risk Reduction.12. We reaffirm all the principles of the Rio Declaration on Environment and Development, including, inter alia, the principle of common but differentiated responsibilities, as set out in principle 7 thereof.13. The challenges and commitments contained in these major conferences and summits are interrelated and call for integrated solutions. To address them effectively, a new approach is needed. Sustainable development recognizes that eradicating poverty in all its forms and dimensions, combatting inequality within and among countries, preserving the planet, creating sustained, inclusive and sustainable economic growth and fostering social inclusion are linked to each other and are interdependent.

Our world today

14. We are meeting at a time of immense challenges to sustainable development. Billions of our citizens continue to live in poverty and are denied a life of dignity. There are rising inequalities within and among countries. There are enormous disparities of opportunity, wealth and power. Gender inequality remains a key challenge. Unemployment, particularly youth unemployment, is a major concern. Global health threats, more frequent and intense natural disasters, spiralling conflict, violent extremism, terrorism and related humanitarian crises and forced displacement of people threaten to reverse much of the development progress made in recent decades. Natural resource depletion and adverse impacts of environmental degradation, including desertification, drought, land degradation, freshwater scarcity and loss of biodiversity, add to and exacerbate the list of challenges which humanity faces. Climate change is one of the greatest challenges of our time and its adverse impacts undermine the ability of all countries to achieve sustainable development. Increases in global temperature, sea level rise, ocean acidification and other climate change impacts are seriously affecting coastal areas and low-lying coastal countries, including many least developed countries and small island developing States. The survival of many societies, and of the biological support systems of the planet, is at risk.15. It is also, however, a time of immense opportunity. Significant progress has been made in meeting many development challenges. Within the past generation, hundreds of millions of people have emerged from extreme poverty. Access to education has greatly increased for both boys and girls. The spread of information and communications technology and global interconnectedness has great potential to accelerate human progress, to bridge the digital divide and to develop knowledge societies, as does scientific and technological innovation across areas as diverse as medicine and energy.16. Almost fifteen years ago, the Millennium Development Goals were agreed. These provided an important framework for development and significant progress has been made in a number of areas. But the progress has been uneven, particularly in Africa, least developed countries, landlocked developing countries, and small island developing States, and some of the MDGs remain off-track, in particular those related to maternal, newborn and child health and to reproductive health. We recommit ourselves to the full realization of all the MDGs, including the off-track MDGs, in particular by providing focussed and scaled-up assistance to least developed countries and other countries in special situations, in line with relevant support programmes. The new Agenda builds on the Millennium Development Goals and seeks to complete what these did not achieve, particularly in reaching the most vulnerable.17. In its scope, however, the framework we are announcing today goes far beyond the MDGs. Alongside continuing development priorities such as poverty eradication, health, education and food security and nutrition, it sets out a wide range of economic, social and environmental objectives. It also promises more peaceful and inclusive societies. It also, crucially, defines means of implementation. Reflecting the integrated approach that we have decided on, there are deep interconnections and many cross-cutting elements across the new Goals and targets.

The new Agenda

18. We are announcing today 17 Sustainable Development Goals with 169 associated targets which are integrated and indivisible. Never before have world leaders pledged common action and endeavour across such a broad and universal policy agenda. We are setting out together on the path towards sustainable development, devoting ourselves collectively to the pursuit of global development and of “win-win” cooperation which can bring huge gains to all countries and all parts of the world. We reaffirm that every State has, and shall freely exercise, full permanent sovereignty over all its wealth, natural resources and economic activity. We will implement the Agenda for the full benefit of all, for today’s generation and for future generations. In doing so, we reaffirm our commitment to international law and emphasize that the Agenda is to be implemented in a manner that is consistent with the rights and obligations of states under international law.19. We reaffirm the importance of the Universal Declaration of Human Rights, as well as other international instruments relating to human rights and international law. We emphasize the responsibilities of all States, in conformity with the Charter of the United Nations, to respect, protect and promote human rights and fundamental freedoms for all, without distinction of any kind as to race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth, disability or other status.20. Realizing gender equality and the empowerment of women and girls will make a crucial contribution to progress across all the Goals and targets. The achievement of full human potential and of sustainable development is not possible if one half of humanity continues to be denied its full human rights and opportunities. Women and girls must enjoy equal access to quality education, economic resources and political participation as well as equal opportunities with men and boys for employment, leadership and decision-making at all levels. We will work for a significant increase in investments to close the gender gap and strengthen support for institutions in relation to gender equality and the empowerment of women at the global, regional and national levels. All forms of discrimination and violence against women and girls will be eliminated, including through the engagement of men and boys. The systematic mainstreaming of a gender perspective in the implementation of the Agenda is crucial.21. The new Goals and targets will come into effect on 1 January 2016 and will guide the decisions we take over the next fifteen years. All of us will work to implement the Agenda within our own countries and at the regional and global levels, taking into account different national realities, capacities and levels of development and respecting national policies and priorities We will respect national policy space for sustained, inclusive and sustainable economic growth, in particular for developing states, while remaining consistent with relevant international rules and commitments. We acknowledge also the importance of the regional and sub-regional dimensions, regional economic integration and interconnectivity in sustainable development. Regional and sub-regional frameworks can facilitate the effective translation of sustainable development policies into concrete action at national level.22. Each country faces specific challenges in its pursuit of sustainable development. The most vulnerable countries and, in particular, African countries, least developed countries, landlocked developing countries and small island developing states deserve special attention, as do countries in situations of conflict and post-conflict countries. There are also serious challenges within many middle-income countries.23. People who are vulnerable must be empowered. Those whose needs are reflected in the Agenda include all children, youth, persons with disabilities (of whom more than 80% live in poverty), people living with HIV/AIDS, older persons, indigenous peoples, refugees and internally displaced persons and migrants. We resolve to take further effective measures and actions, in conformity with international law, to remove obstacles and constraints, strengthen support and meet the special needs of people living in areas affected by complex humanitarian emergencies and in areas affected by terrorism.24. We are committed to ending poverty in all its forms and dimensions, including by eradicating extreme poverty by 2030. All people must enjoy a basic standard of living, including through social protection systems. We are also determined to end hunger and to achieve food security as a matter of priority and to end all forms of malnutrition. In this regard, we reaffirm the important role and inclusive nature of the Committee on World Food Security and welcome the Rome Declaration on Nutrition and Framework for Action. We will devote resources to developing rural areas and sustainable agriculture and fisheries, supporting smallholder farmers, especially women farmers, herders and fishers in developing countries, particularly least developed countries.25. We commit to providing inclusive and equitable quality education at all levels – early childhood, primary, secondary, tertiary, technical and vocational training. All people, irrespective of sex, age, race, ethnicity, and persons with disabilities, migrants, indigenous peoples, children and youth, especially those in vulnerable situations, should have access to life-long learning opportunities that help them acquire the knowledge and skills needed to exploit opportunities and to participate fully in society. We will strive to provide children and youth with a nurturing environment for the full realization of their rights and capabilities, helping our countries to reap the demographic dividend including through safe schools and cohesive communities and families.26. To promote physical and mental health and well-being, and to extend life expectancy for all, we must achieve universal health coverage and access to quality health care. No one must be left behind. We commit to accelerating the progress made to date in reducing newborn, child and maternal mortality by ending all such preventable deaths before 2030. We are committed to ensuring universal access to sexual and reproductive health-care services, including for family planning, information and education. We will equally accelerate the pace of progress made in fighting malaria, HIV/AIDS, tuberculosis, hepatitis, Ebola and other communicable diseases and epidemics, including by addressing growing anti-microbial resistance and the problem of unattended diseases affecting developing countries. We are committed to the prevention and treatment of non-communicable diseases, including behavioural, developmental and neurological disorders, which constitute a major challenge for sustainable development.27. We will seek to build strong economic foundations for all our countries. Sustained, inclusive and sustainable economic growth is essential for prosperity. This will only be possible if wealth is shared and income inequality is addressed. We will work to build dynamic, sustainable, innovative and people-centred economies, promoting youth employment and women’s economic empowerment, in particular, and decent work for all. We will eradicate forced labour and human trafficking and end child labour in all its forms. All countries stand to benefit from having a healthy and well-educated workforce with the knowledge and skills needed for productive and fulfilling work and full participation in society. We will strengthen the productive capacities of least-developed countries in all sectors, including through structural transformation. We will adopt policies which increase productive capacities, productivity and productive employment; financial inclusion; sustainable agriculture, pastoralist and fisheries development; sustainable industrial development; universal access to affordable, reliable, sustainable and modern energy services; sustainable transport systems; and quality and resilient infrastructure.28. We commit to making fundamental changes in the way that our societies produce and consume goods and services. Governments, international organizations, the business sector and other non-state actors and individuals must contribute to changing unsustainable consumption and production patterns, including through the mobilization, from all sources, of financial and technical assistance to strengthen developing countries’ scientific, technological and innovative capacities to move towards more sustainable patterns of consumption and production. We encourage the implementation of the 10-Year Framework of Programmes on Sustainable Consumption and Production. All countries take action, with developed countries taking the lead, taking into account the development and capabilities of developing countries.29. We recognize the positive contribution of migrants for inclusive growth and sustainable development. We also recognize that international migration is a multi-dimensional reality of major relevance for the development of countries of origin, transit and destination, which requires coherent and comprehensive responses. We will cooperate internationally to ensure safe, orderly and regular migration involving full respect for human rights and the humane treatment of migrants regardless of migration status, of refugees and of displaced persons. Such cooperation should also strengthen the resilience of communities hosting refugees, particularly in developing countries. We underline the right of migrants to return to their country of citizenship, and recall that States must ensure that their returning nationals are duly received.30. States are strongly urged to refrain from promulgating and applying any unilateral economic, financial or trade measures not in accordance with international law and the Charter of the United Nations that impede the full achievement of economic and social development, particularly in developing countries.31. We acknowledge that the UNFCCC is the primary international, intergovernmental forum for negotiating the global response to climate change. We are determined to address decisively the threat posed by climate change and environmental degradation. The global nature of climate change calls for the widest possible international cooperation aimed at accelerating the reduction of global greenhouse gas emissions and addressing adaptation to the adverse impacts of climate change. We note with grave concern the significant gap between the aggregate effect of Parties’ mitigation pledges in terms of global annual emissions of greenhouse gases by 2020 and aggregate emission pathways consistent with having a likely chance of holding the increase in global average temperature below 2 °C or 1.5 °C above pre-industrial levels.32. Looking ahead to the COP21 conference in Paris in December, we underscore the commitment of all States to work for an ambitious and universal climate agreement. We reaffirm that the protocol, another legal instrument or agreed outcome with legal force under the Convention applicable to all Parties shall address in a balanced manner, inter alia, mitigation, adaptation, finance, technology development and transfer, and capacity-building, and transparency of action and support.33. We recognise that social and economic development depends on the sustainable management of our planet’s natural resources. We are therefore determined to conserve and sustainably use oceans and seas, freshwater resources, as well as forests, mountains and drylands and to protect biodiversity, ecosystems and wildlife. We are also determined to promote sustainable tourism, tackle water scarcity and water pollution, to strengthen cooperation on desertification, dust storms, land degradation and drought and to promote resilience and disaster risk reduction. In this regard, we look forward to COP13 of the Convention on Biological Diversity to be held in Mexico in 2016.34. We recognize that sustainable urban development and management are crucial to the quality of life of our people. We will work with local authorities and communities to renew and plan our cities and human settlements so as to foster community cohesion and personal security and to stimulate innovation and employment. We will reduce the negative impacts of urban activities and of chemicals which are hazardous for human health and the environment, including through the environmentally sound management and safe use of chemicals, the reduction and recycling of waste and more efficient use of water and energy. And we will work to minimize the impact of cities on the global climate system. We will also take account of population trends and projections in our national, rural and urban development strategies and policies. We look forward to the upcoming United Nations Conference on Housing and Sustainable Urban Development in Quito, Ecuador.35. Sustainable development cannot be realized without peace and security; and peace and security will be at risk without sustainable development. The new Agenda recognizes the need to build peaceful, just and inclusive societies that provide equal access to justice and that are based on respect for human rights (including the right to development), on effective rule of law and good governance at all levels and on transparent, effective and accountable institutions. Factors which give rise to violence, insecurity and injustice, such as inequality, corruption, poor governance and illicit financial and arms flows, are addressed in the Agenda. We must redouble our efforts to resolve or prevent conflict and to support post-conflict countries, including through ensuring that women have a role in peace-building and state-building. We call for further effective measures and actions to be taken, in conformity with international law, to remove the obstacles to the full realization of the right of self-determination of peoples living under colonial and foreign occupation, which continue to adversely affect their economic and social development as well as their environment.36. We pledge to foster inter-cultural understanding, tolerance, mutual respect and an ethic of global citizenship and shared responsibility. We acknowledge the natural and cultural diversity of the world and recognize that all cultures and civilizations can contribute to, and are crucial enablers of, sustainable development.37. Sport is also an important enabler of sustainable development. We recognize the growing contribution of sport to the realization of development and peace in its promotion of tolerance and respect and the contributions it makes to the empowerment of women and of young people, individuals and communities as well as to health, education and social inclusion objectives.38. We reaffirm, in accordance with the Charter of the United Nations, the need to respect the territorial integrity and political independence of States.

Means of Implementation 39. The scale and ambition of the new Agenda requires a revitalized Global Partnership to ensure its implementation. We fully commit to this. This Partnership will work in a spirit of global solidarity, in particular solidarity with the poorest and with people in vulnerable situations. It will facilitate an intensive global engagement in support of implementation of all the Goals and targets, bringing together Governments, the private sector, civil society, the United Nations system and other actors and mobilizing all available resources.40. The means of implementation targets under Goal 17 and under each SDG are key to realising our Agenda and are of equal importance with the other Goals and targets. The Agenda, including the SDGs, can be met within the framework of a revitalized global partnership for sustainable development, supported by the concrete policies and actions as outlined in the outcome document of the Third International Conference on Financing for Development, held in Addis Ababa from 13-16 July 2015. We welcome the endorsement by the General Assembly of the Addis Ababa Action Agenda, which is an integral part of the 2030 Agenda for Sustainable Development. We recognize that the full implementation of the Addis Ababa Action Agenda is critical for the realization of the Sustainable Development Goals and targets.41. We recognize that each country has primary responsibility for its own economic and social development. The new Agenda deals with the means required for implementation of the Goals and targets. We recognize that these will include the mobilization of financial resources as well as capacity-building and the transfer of environmentally sound technologies to developing countries on favourable terms, including on concessional and preferential terms, as mutually agreed. Public finance, both domestic and international, will play a vital role in providing essential services and public goods and in catalyzing other sources of finance. We acknowledge the role of the diverse private sector, ranging from micro-enterprises to cooperatives to multinationals, and that of civil society organizations and philanthropic organizations in the implementation of the new Agenda.42. We support the implementation of relevant strategies and programmes of action, including the Istanbul Declaration and Programme of Action, the SIDS Accelerated Modalities of Action (SAMOA) Pathway, the Vienna Programme of Action for Landlocked Developing Countries for the Decade 2014-2024, and reaffirm the importance of supporting the African Union’s Agenda 2063 and the programme of the New Partnership for Africa’s Development (NEPAD), all of which are integral to the new Agenda. We recognize the major challenge to the achievement of durable peace and sustainable development in countries in conflict and post-conflict situations.43. We emphasize that international public finance plays an important role in complementing the efforts of countries to mobilize public resources domestically, especially in the poorest and most vulnerable countries with limited domestic resources. An important use of international public finance, including ODA, is to catalyse additional resource mobilization from other sources, public and private. ODA providers reaffirm their respective commitments, including the commitment by many developed countries to achieve the target of 0.7% of ODA/GNI to developing countries and 0.15% to 0.2% of ODA/GNI to least developed countries.44. We acknowledge the importance for international financial institutions to support, in line with their mandates, the policy space of each country, in particular developing countries. We recommit to broadening and strengthening the voice and participation of developing countries – including African countries, least developed countries, land-locked developing countries, small-island developing States and middle-income countries – in international economic decision-making, norm-setting and global economic governance.45. We acknowledge also the essential role of national parliaments through their enactment of legislation and adoption of budgets and their role in ensuring accountability for the effective implementation of our commitments. Governments and public institutions will also work closely on implementation with regional and local authorities, sub-regional institutions, international institutions, academia, philanthropic organisations, volunteer groups and others.46. We underline the important role and comparative advantage of an adequately resourced, relevant, coherent, efficient and effective UN system in supporting the achievement of the SDGs and sustainable development. While stressing the importance of strengthened national ownership and leadership at country level, we express our support for the ongoing ECOSOC Dialogue on the longer-term positioning of the United Nations development system in the context of this Agenda.

Follow-up and review

47. Our Governments have the primary responsibility for follow-up and review, at the national, regional and global levels, in relation to the progress made in implementing the Goals and targets over the coming fifteen years. To support accountability to our citizens, we will provide for systematic follow-up and review at the various levels, as set out in this Agenda and the Addis Ababa Action Agenda. The High Level Political Forum under the auspices of the General Assembly and the Economic and Social Council will have the central role in overseeing follow-up and review at the global level.48. Indicators are being developed to assist this work. Quality, accessible, timely and reliable disaggregated data will be needed to help with the measurement of progress and to ensure that no one is left behind. Such data is key to decision-making. Data and information from existing reporting mechanisms should be used where possible. We agree to intensify our efforts to strengthen statistical capacities in developing countries, particularly African countries, least developed countries, landlocked developing countries, small island developing States and middle-income countries. We are committed to developing broader measures of progress to complement gross domestic product (GDP).A call for action to change our world49. Seventy years ago, an earlier generation of world leaders came together to create the United Nations. From the ashes of war and division they fashioned this Organization and the values of peace, dialogue and international cooperation which underpin it. The supreme embodiment of those values is the Charter of the United Nations.50. Today we are also taking a decision of great historic significance. We resolve to build a better future for all people, including the millions who have been denied the chance to lead decent, dignified and rewarding lives and to achieve their full human potential. We can be the first generation to succeed in ending poverty; just as we may be the last to have a chance of saving the planet. The world will be a better place in 2030 if we succeed in our objectives.51. What we are announcing today – an Agenda for global action for the next fifteen years – is a charter for people and planet in the twenty-first century. Children and young women and men are critical agents of change and will find in the new Goals a platform to channel their infinite capacities for activism into the creation of a better world.52. “We the Peoples” are the celebrated opening words of the UN Charter. It is “We the Peoples” who are embarking today on the road to 2030. Our journey will involve Governments as well as Parliaments, the UN system and other international institutions, local authorities, indigenous peoples, civil society, business and the private sector, the scientific and academic community – and all people. Millions have already engaged with, and will own, this Agenda. It is an Agenda of the people, by the people, and for the people – and this, we believe, will ensure its success.53. The future of humanity and of our planet lies in our hands. It lies also in the hands of today’s younger generation who will pass the torch to future generations. We have mapped the road to sustainable development; it will be for all of us to ensure that the journey is successful and its gains irreversible.
Sustainable Development Goals and targets

54. Following an inclusive process of intergovernmental negotiations, and based on the Proposal of the Open Working Group on Sustainable Development Goals , which includes a chapeau contextualising the latter, the following are the Goals and targets which we have agreed.55. The SDGs and targets are integrated and indivisible, global in nature and universally applicable, taking into account different national realities, capacities and levels of development and respecting national policies and priorities. Targets are defined as aspirational and global, with each government setting its own national targets guided by the global level of ambition but taking into account national circumstances. Each government will also decide how these aspirational and global targets should be incorporated in national planning processes, policies and strategies. It is important to recognize the link between sustainable development and other relevant ongoing processes in the economic, social and environmental fields.56. In deciding upon these Goals and targets, we recognise that each country faces specific challenges to achieve sustainable development, and we underscore the special challenges facing the most vulnerable countries and, in particular, African countries, least developed countries, landlocked developing countries and small island developing States, as well as the specific challenges facing the middle-income countries. Countries in situations of conflict also need special attention.57. We recognize that baseline data for several of the targets remain unavailable, and we call for increased support for strengthening data collection and capacity building in Member States, to develop national and global baselines where they do not yet exist. We commit to addressing this gap in data collection so as to better inform the measurement of progress, in particular for those targets below which do not have clear numerical targets.58. We encourage ongoing efforts by states in other fora to address key issues which pose potential challenges to the implementation of our Agenda; and we respect the independent mandates of those processes. We intend that the Agenda and its implementation would support, and be without prejudice to, those other processes and the decisions taken therein.59. We recognise that there are different approaches, visions, models and tools available to each country, in accordance with its national circumstances and priorities, to achieve sustainable development; and we reaffirm that planet Earth and its ecosystems are our common home and that ‘Mother Earth’ is a common expression in a number of countries and regions.

Means of implementation and the Global Partnership

60. We reaffirm our strong commitment to the full implementation of this new Agenda. We recognize that we will not be able to achieve our ambitious Goals and targets without a revitalized and enhanced Global Partnership and comparably ambitious means of implementation. The revitalized Global Partnership will facilitate an intensive global engagement in support of implementation of all the goals and targets, bringing together Governments, civil society, the private sector, the United Nations system and other actors and mobilizing all available resources.61. The Agenda’s Goals and targets deal with the means required to realise our collective ambitions. The means of implementation targets under each SDG and Goal 17, which are referred to above, are key to realising our Agenda and are of equal importance with the other Goals and targets. We shall accord them equal priority in our implementation efforts and in the global indicator framework for monitoring our progress.62. This Agenda, including the SDGs, can be met within the framework of a revitalized global partnership for sustainable development, supported by the concrete policies and actions outlined in the Addis Ababa Action Agenda , which is an integral part of the 2030 Agenda for sustainable development. The Addis Ababa Action Agenda supports, complements and helps contextualize the 2030 Agenda’s means of implementation targets. These relate to domestic public resources, domestic and international private business and finance, international development cooperation, international trade as an engine for development, debt and debt sustainability, addressing systemic issues and science, technology, innovation and capacity-building, and data, monitoring and follow-up.63. Cohesive nationally owned sustainable development strategies, supported by integrated national financing frameworks, will be at the heart of our efforts. We reiterate that each country has primary responsibility for its own economic and social development and that the role of national policies and development strategies cannot be overemphasized. We will respect each country’s policy space and leadership to implement policies for poverty eradication and sustainable development, while remaining consistent with relevant international rules and commitments. At the same time, national development efforts need to be supported by an enabling international economic environment, including coherent and mutually supporting world trade, monetary and financial systems, and strengthened and enhanced global economic governance. Processes to develop and facilitate the availability of appropriate knowledge and technologies globally, as well as capacity-building, are also critical. We commit to pursuing policy coherence and an enabling environment for sustainable development at all levels and by all actors, and to reinvigorating the global partnership for sustainable development.64. We support the implementation of relevant strategies and programmes of action, including the Istanbul Declaration and Programme of Action, the SIDS Accelerated Modalities of Action (SAMOA) Pathway, the Vienna Programme of Action for Landlocked Developing Countries for the Decade 2014-2024, and reaffirm the importance of supporting the African Union’s Agenda 2063 and the programme of the New Partnership for Africa’s Development (NEPAD), all of which are integral to the new Agenda. We recognize the major challenge to the achievement of durable peace and sustainable development in countries in conflict and post-conflict situations.65. We recognize that middle-income countries still face significant challenges to achieve sustainable development. In order to ensure that achievements made to date are sustained, efforts to address ongoing challenges should be strengthened through the exchange of experiences, improved coordination, and better and focused support of the United Nations Development System, the international financial institutions, regional organizations and other stakeholders.66. We underscore that, for all countries, public policies and the mobilization and effective use of domestic resources, underscored by the principle of national ownership, are central to our common pursuit of sustainable development, including achieving the sustainable development goals. We recognize that domestic resources are first and foremost generated by economic growth, supported by an enabling environment at all levels.67. Private business activity, investment and innovation are major drivers of productivity, inclusive economic growth and job creation. We acknowledge the diversity of the private sector, ranging from micro-enterprises to cooperatives to multinationals. We call on all businesses to apply their creativity and innovation to solving sustainable development challenges. We will foster a dynamic and well-functioning business sector, while protecting labour rights and environmental and health standards in accordance with relevant international standards and agreements and other on-going initiatives in this regard, such as the Guiding Principles on Business and Human Rights and the labour standards of ILO, the Convention on the Rights of the Child and key multilateral environmental agreements, for parties to those agreements.68. International trade is an engine for inclusive economic growth and poverty reduction, and contributes to the promotion of sustainable development. We will continue to promote a universal, rules-based, open, transparent, predictable, inclusive, non-discriminatory and equitable multilateral trading system under the World Trade Organization (WTO), as well as meaningful trade liberalization. We call on all WTO members to redouble their efforts to promptly conclude the negotiations on the Doha Development Agenda. We attach great importance to providing trade-related capacity-building for developing countries, including African countries, least-developed countries, landlocked developing countries, small island developing states and middle-income countries, including for the promotion of regional economic integration and interconnectivity.69. We recognize the need to assist developing countries in attaining long-term debt sustainability through coordinated policies aimed at fostering debt financing, debt relief, debt restructuring and sound debt management, as appropriate. Many countries remain vulnerable to debt crises and some are in the midst of crises, including a number of least developed countries, small-island developing States and some developed countries. We reiterate that debtors and creditors must work together to prevent and resolve unsustainable debt situations. Maintaining sustainable debt levels is the responsibility of the borrowing countries; however we acknowledge that lenders also have a responsibility to lend in a way that does not undermine a country’s debt sustainability. We will support the maintenance of debt sustainability of those countries that have received debt relief and achieved sustainable debt levels.70. We hereby launch a Technology Facilitation Mechanism which was established by the Addis Ababa Action Agenda in order to support the sustainable development goals. The Technology Facilitation Mechanism will be based on a multi-stakeholder collaboration between Member States, civil society, private sector, scientific community, United Nations entities and other stakeholders and will be composed of: a United Nations Interagency Task Team on Science, Technology and Innovation for the SDGs, a collaborative Multistakeholder Forum on Science, Technology and Innovation for the SDGs and an on-line platform.• The United Nations Interagency Task Team on Science, Technology and Innovation for the SDGs will promote coordination, coherence, and cooperation within the UN System on STI related matters, enhancing synergy and efficiency, in particular to enhance capacity-building initiatives. The Task Team will draw on existing resources and will work with 10 representatives from the civil society, private sector, the scientific community, to prepare the meetings of the Multistakeholder Forum on Science, Technology and Innovation for the SDGs, as well as in the development and operationalization of the on-line platform, including preparing proposals for the modalities for the Forum and the on-line platform. The 10 representatives will be appointed by the Secretary General, for periods of two years. The Task Team will be open to the participation of all UN agencies, funds and programmes, and ECOSOC functional commissions and it will initially be composed by the entities that currently integrate the informal working group on technology facilitation, namely: UN Department of Economic and Social Affairs, United Nations Environment Programme, UNIDO, United Nations Educational Scientific and Cultural Organization, UNCTAD, International Telecommunication Union, WIPO and the World Bank.
• The on-line platform will be used to establish a comprehensive mapping of, and serve as a gateway for, information on existing STI initiatives, mechanisms and programmes, within and beyond the UN. The on-line platform will facilitate access to information, knowledge and experience, as well as best practices and lessons learned, on STI facilitation initiatives and policies. The online platform will also facilitate the dissemination of relevant open access scientific publications generated worldwide. The on-line platform will be developed on the basis of an independent technical assessment which will take into account best practices and lessons learned from other initiatives, within and beyond the United Nations, in order to ensure that it will complement, facilitate access to and provide adequate information on existing STI platforms, avoiding duplications and enhancing synergies.
• The Multi-stakeholder Forum on Science Technology and Innovation for the SDGs will be convened once a year, for a period of two days, to discuss STI cooperation around thematic areas for the implementation of the SDGs, congregating all relevant stakeholders to actively contribute in their area of expertise. The Forum will provide a venue for facilitating interaction, matchmaking and the establishment of networks between relevant stakeholders and multi- stakeholder partnerships in order to identify and examine technology needs and gaps, including on scientific cooperation, innovation and capacity building, and also in order to help facilitate development, transfer and dissemination of relevant technologies for the SDGs. The meetings of the Forum will be convened by the President of the ECOSOC before the meeting of the High Level Political Forum under the auspices of ECOSOC or, alternatively, in conjunction with other fora or conferences, as appropriate, taking into account the theme to be considered and on the basis of a collaboration with the organizers of the other fora or conference. The meetings of the Forum will be co-chaired by two Member States and will result in a summary of discussions elaborated by the two co-chairs, as an input to the meetings of the High Level Political Forum, in the context of the follow-up and review of the implementation of the Post-2015 Development Agenda.
• The meetings of the HLPF will be informed by the summary of the Multistakeholder Forum. The themes for the subsequent Multistakeholder Forum on Science Technology and Innovation for the SDGs will be considered by the High Level Political Forum on sustainable development, taking into account expert inputs from the Task Team.71. We reiterate that this Agenda and the Sustainable Development Goals and targets, including the means of implementation are universal, indivisible and interlinked.
Follow-up and review

72. We commit to engage in systematic follow-up and review of implementation of this Agenda over the next fifteen years. A robust, voluntary, effective, participatory, transparent and integrated follow-up and review framework will make a vital contribution to implementation and will help countries to maximize and track progress in implementing this Agenda in order to ensure that no one is left behind.73. Operating at the national, regional and global levels, it will promote accountability to our citizens, support effective international cooperation in achieving this Agenda and foster exchanges of best practices and mutual learning. It will mobilize support to overcome shared challenges and identify new and emerging issues. As this is a universal Agenda, mutual trust and understanding among all nations will be important.74. Follow-up and review processes at all levels will be guided by the following principles:a. They will be voluntary and country-led, will take into account different national realities, capacities and levels of development and will respect policy space and priorities. As national ownership is key to achieving sustainable development, the outcome from national level processes will be the foundation for reviews at regional and global levels, given that the global review will be primarily based on national official data sources.
b. They will track progress in implementing the universal Goals and targets, including the means of implementation, in all countries in a manner which respects their universal, integrated and interrelated nature and the three dimensions of sustainable development.
c. They will maintain a longer-term orientation, identify achievements, challenges, gaps and critical success factors and support countries in making informed policy choices. They will help mobilize the necessary means of implementation and partnerships, support the identification of solutions and best practices and promote coordination and effectiveness of the international development system.
d. They will be open, inclusive, participatory and transparent for all people and will support the reporting by all relevant stakeholders.
e. They will be people-centred, gender-sensitive, respect human rights and have a particular focus on the poorest, most vulnerable and those furthest behind.
f. They will build on existing platforms and processes, where these exist, avoid duplication and respond to national circumstances, capacities, needs and priorities. They will evolve over time, taking into account emerging issues and the development of new methodologies, and will minimize the reporting burden on national administrations.
g. They will be rigorous and based on evidence, informed by country-led evaluations and data which is high-quality, accessible, timely, reliable and disaggregated by income, sex, age, race, ethnicity, migration status, disability and geographic location and other characteristics relevant in national contexts.
h. They will require enhanced capacity-building support for developing countries, including the strengthening of national data systems and evaluation programs, particularly in African countries, LDCs, SIDS and LLDCs and middle-income countries.
i. They will benefit from the active support of the UN system and other multilateral institutions.75. The Goals and targets will be followed-up and reviewed using a set of global indicators. These will be complemented by indicators at the regional and national levels which will be developed by member states, in addition to the outcomes of work undertaken for the development of the baselines for those targets where national and global baseline data does not yet exist. The global indicator framework, to be developed by the Inter Agency and Expert Group on SDG Indicators, will be agreed by the UN Statistical Commission by March 2016 and adopted thereafter by the Economic and Social Council and the General Assembly, in line with existing mandates. This framework will be simple yet robust, address all SDGs and targets including for means of implementation, and preserve the political balance, integration and ambition contained therein.76. We will support developing countries, particularly African countries, LDCs, SIDS and LLDCs, in strengthening the capacity of national statistical offices and data systems to ensure access to high-quality, timely, reliable and disaggregated data. We will promote transparent and accountable scaling-up of appropriate public-private cooperation to exploit the contribution to be made by a wide range of data, including earth observation and geo-spatial information, while ensuring national ownership in supporting and tracking progress.77. We commit to fully engage in conducting regular and inclusive reviews of progress at sub-national, national, regional and global levels. We will draw as far as possible on the existing network of follow-up and review institutions and mechanisms. National reports will allow assessments of progress and identify challenges at the regional and global level. Along with regional dialogues and global reviews, they will inform recommendations for follow-up at various levels.National level78. We encourage all member states to develop as soon as practicable ambitious national responses to the overall implementation of this Agenda. These can support the transition to the SDGs and build on existing planning instruments, such as national development and sustainable development strategies, as appropriate.79. We also encourage member states to conduct regular and inclusive reviews of progress at the national and sub-national levels which are country-led and country-driven. Such reviews should draw on contributions from indigenous peoples, civil society, the private sector and other stakeholders, in line with national circumstances, policies and priorities. National parliaments as well as other institutions can also support these processes.Regional level80. Follow-up and review at the regional and sub-regional levels can, as appropriate, provide useful opportunities for peer learning, including through voluntary reviews, sharing of best practices and discussion on shared targets. We welcome in this respect the cooperation of regional and sub-regional commissions and organizations. Inclusive regional processes will draw on national-level reviews and contribute to follow-up and review at the global level, including at the High Level Political Forum on sustainable development (HLPF).81. Recognizing the importance of building on existing follow-up and review mechanisms at the regional level and allowing adequate policy space, we encourage all member states to identify the most suitable regional forum in which to engage. UN regional commissions are encouraged to continue supporting member states in this regard.Global level82. The HLPF will have a central role in overseeing a network of follow-up and review processes at the global level, working coherently with the General Assembly, ECOSOC and other relevant organs and forums, in accordance with existing mandates. It will facilitate sharing of experiences, including successes, challenges and lessons learned, and provide political leadership, guidance and recommendations for follow-up. It will promote system-wide coherence and coordination of sustainable development policies. It should ensure that the Agenda remains relevant and ambitious and should focus on the assessment of progress, achievements and challenges faced by developed and developing countries as well as new and emerging issues. Effective linkages will be made with the follow-up and review arrangements of all relevant UN Conferences and processes, including on LDCs, SIDS and LLDCs.83. Follow-up and review at the HLPF will be informed by an annual SDG Progress Report to be prepared by the Secretary General in cooperation with the UN System, based on the global indicator framework and data produced by national statistical systems and information collected at the regional level. The HLPF will also be informed by the Global Sustainable Development Report, which shall strengthen the science-policy interface and could provide a strong evidence-based instrument to support policy-makers in promoting poverty eradication and sustainable development. We invite the President of ECOSOC to conduct a process of consultations on the scope, methodology and frequency of the Report as well as its relation to the SDG Progress Report, the outcome of which should be reflected in the Ministerial Declaration of the HLPF session in 2016.84. The HLPF, under the auspices of ECOSOC, shall carry out regular reviews, in line with Resolution 67/290. Reviews will be voluntary, while encouraging reporting, and include developed and developing countries as well as relevant UN entities and other stakeholders, including civil society and the private sector. They shall be state-led, involving ministerial and other relevant high-level participants. They shall provide a platform for partnerships, including through the participation of major groups and other relevant stakeholders.85. Thematic reviews of progress on the Sustainable Development Goals, including cross-cutting issues, will also take place at the HLPF. These will be supported by reviews by the ECOSOC functional commissions and other inter-governmental bodies and forums which should reflect the integrated nature of the goals as well as the interlinkages between them. They will engage all relevant stakeholders and, where possible, feed into, and be aligned with, the cycle of the HLPF.86. We welcome, as outlined in the Addis Ababa Action Agenda, the dedicated follow-up and review for the Financing for Development outcomes as well as all the means of implementation of the SDGs which is integrated with the follow-up and review framework of this Agenda. The intergovernmentally agreed conclusions and recommendations of the annual ECOSOC Forum on Financing for Development will be fed into the overall follow-up and review of the implementation of this Agenda in the HLPF.87. Meeting every four years under the auspices of the General Assembly, the HLPF will provide high-level political guidance on the Agenda and its implementation, identify progress and emerging challenges and mobilize further actions to accelerate implementation. The next HLPF, under the auspices of the General Assembly, will take place in 2019, with the cycle of meetings thus reset, in order to maximize coherence with the Quadrennial Comprehensive Policy Review process.88. We also stress the importance of system-wide strategic planning, implementation and reporting in order to ensure coherent and integrated support to implementation of the new Agenda by the UN development system. The relevant governing bodies should take action to review such support to implementation and to report on progress and obstacles. We welcome the ongoing ECOSOC Dialogues on the longer term positioning of the UN development system and look forward to taking action on these issues, as appropriate.89. The HLPF will support participation in follow-up and review processes by the major groups and other relevant stakeholders in line with Resolution 67/290. We call on these actors to report on their contribution to the implementation of the Agenda.90. We request the Secretary General, in consultation with Member States, to prepare a report, for consideration at the 70th session of the General Assembly in preparation for the 2016 meeting of the HLPF, which outlines critical milestones towards coherent efficient, and inclusive follow-up and review at the global level. This report should include a proposal on the organizational arrangements for state-led reviews at the HLPF under the auspices of ECOSOC, including recommendations on a voluntary common reporting guidelines. It should clarify institutional responsibilities and provide guidance on annual themes, on a sequence of thematic reviews, and on options for periodic reviews for the HLPF.91. We reaffirm our unwavering commitment to achieving this Agenda and utilizing it to the full to transform our world for the better by 2030.”

Monbiotic Man

Simon Fairlie assesses the farm-free future for humanity spelled out in George Monbiot’s latest book 'Regenesis'.

Regenesis starts harmlessly enough. In his first chapter George Monbiot illustrates the complexities of soil structure by describing what he sees when he looks at a sod dug up from his orchard through a 40x magnifying eyepiece. It is an elegant snapshot of the world beneath our feet that we always vaguely knew about, but rather took for granted until Merlin Sheldrake and others unveiled some of its mysteries.

In chapter two he lays into industrial agriculture, cataloguing failings and dangers that many readers of The Land will already be familiar with. The theme is carried forward in the following chapter, where he targets agricultural pollution and the excesses of the intensive livestock industry. He then goes on to visit three farms in the UK that are trying to address some of these problems. The first is Ian Tolhurst's stock-free market garden in Oxfordshire, which rightly meets with Monbiot's enthusiastic approval. His comments on the other two holdings he visits are also sound: the no-till arable farm would be more convincing were it not reliant on glyphosate weedkiller. The mixed farm employing mob-grazing and heritage grains has high aspirations but low yields.

Much of this is music to the ears of any reader supportive of agro-ecology and food sovereignty. Even if not much of it is breaking news, it is enlivened by Monbiot's acute observations and sharp turn of phrase.

However, it soon proves to be the overture to something more discordant. Soft cop George is buttering us up before hard cop Monbiot launches in with the tough questioning. The crime, he alleges, is not industrial agriculture, but agriculture itself: "Farming, whether intensive or extensive is the world's major cause of ecological destruction." Overheating the world's atmosphere and oceans through fossil fuel use apparently comes second.

The culprit is every farmer, big or small, chemical or organic (with the exception of Ian Tolhurst). A farm-free world is what Monbiot hopes to see, where everyone enjoys farm-free food. "We can now contemplate the end of most farming, the most destructive force ever to have been unleashed by humans." To this end he visits the Solar Foods laboratory in Finland where scientists are developing a high protein foodstuff made from bacteria fed on hydrogen. He eats a pancake made from the substance that he believes "represents the beginning of the end of most agriculture." Since this substance has no name, I call it "studge", after the breakfast cereal that readers of Saki may remember was marketed on the basis that "people will do things from a sense of duty that they would never attempt as a pleasure".
The Agribashers

George Monbiot is by no means the first writer to launch an all-out attack on agriculture. Since the publication of Marshall Sahlins' Stone Age Economics in 1972 (see p.53 of this issue) there has been a crescendo of variations on the theme that it all went wrong when people started keeping animals and growing crops. Examples include Paul Shephard's call for humanity to Come Home to the Pleistocene, the late James Lovelock's Revenge of Gaia, Yuval Noah Harari's contention that agriculture was "History's Biggest Fraud", James C Scott's Against the Grain, and the report Rethinking Food and Agriculture by the think tank Rethinkx. Three of these – Shepard, Lovelock and Rethinkx – propose the same solution as Monbiot: feeding people, in Lovelock's words, on "tissue cultures of meats and vegetables and junk food made from any convenient organism".

Two differences between Monbiot's book and earlier exponents of the agribashing tendency are worth mentioning. Firstly there are now start-up labs working to produce the junk food that will replace agricultural products; and there are generations of urban dwellers who are now so divorced from the land, and so wrapped up in cyberspace that they will probably be quite happy to eat the stuff. Secondly Monbiot, through his long association with The Guardian, has rather more influence than most of his predecessors. Regenesis was heralded by an hour-long documentary on the subject on Channel 4. In 2013 when his book Feral came out, few people had even heard of rewilding: now it is UK government policy.
Neither Spare nor Share

Monbiots's third chapter, which bears the engaging title "Agricultural Sprawl", begins by continuing his onslaught upon industrial agriculture in the form of the factory chicken farms currently polluting the River Wye (see The Land 29). He continues in this vein for 17 pages until he abruptly changes his tone:
"You might, by now, have decided that you want nothing more to do with intensive farming: from now on you will eat only meat, eggs and milk from animals that can roam outdoors or have been certified as organic . . . If so I can offer you little comfort."

The problem with grazing animals, he continues, is that they occupy a rather large proportion of the world’s land area: 28 percent according to figures cited by Monbiot (slightly less than the 31 percent covered by forest).1 Another 12 percent is occupied by arable crops, and one percent by buildings. The rest is desert or icy waste.

Forty percent of the world’s land surface is devoted to agriculture, and as such is a threat to global biodiversity because “the great majority of the world’s species cannot survive in a farmed landscape”. The reference for this statement is a trio of UK papers on the benefits of “land-sparing” as opposed to “land-sharing”. But Monbiot is in favour of neither. Land-sparing – pursuing highly intensive agriculture over a relatively small area in order to give extensively farmed land back to Nature – would triple pesticide use and lead to even greater use of arable land for animal feeds and biofuels. Land sharing through organic farming and regenerative agriculture has lower yields and takes up too much land. The problem with intensive farming, writes Monbiot:

“is not the adjective, it is the noun . . . We appear to be trapped between two dangerous forces: efficiency and sprawl. Farming is both too intensive and too extensive. It uses too many pesticides, too much fertiliser, too much water and too much land.”
Rural Sprawl

It is indisputable that the task of nourishing seven billion people has reduced the areas of wilderness on the Earth to enclaves and condemned numerous species to decline and extinction. Such wilderness and many of the species associated with it in the UK disappeared centuries ago. This is a matter of genuine concern, which I will come back to it later.

But whether the conceit that this represents “agricultural sprawl” is a helpful one is another matter. Monbiot focuses mainly on the UK, and so will I. Look out of the window on a train journey from the less intensively farmed West Country up to London and you will catch glimpses of a great many landscape features: fields of wheat, maize, potatoes or rape, meadows cut for silage or left to grow for hay, pastures of every feasible ecological status and condition, downland grazed by sheep, water meadows where rivers weave oxbow curves, old commons turning to scrub, fields left to grow wild, stately parks with spreading oaks, edge of town allotments, oak, beech or sycamore woodlands, hazel coppice, conifer plantations, spinneys, hedgerows, ditches and bogs.

Within this mosaic, thousands if not millions of species find their niche. Most evolved over the long period of time that preceded the neolithic agricultural revolution, but many have benefited from the disturbance caused by agriculture, or adapted to its rhythms. According to Plantlife:

“Hundreds of different wild flowers and fungi have co-evolved over millennia with farmers managing the land as hay meadows and pasture. This unparalleled plant diversity provides the life support for our invertebrates, birds, mammals . . . More than 120 species of wildflowers grow in arable habitats and together make up one of the most threatened groups of plants in the UK. Many of our most beloved plants – such as cornflower, corn marigold and corncockle – have drastically declined and no longer colour our farmland.”

This diversity of landscape features and species is the result of about 6,000 years of co-operation between the people of this island and its environment in the name of agriculture, and to most people’s eyes it looks green and pleasant, even if it doesn’t have the romance or mystery of Pleistocene wilderness. Yes, it has become degraded and species are under threat largely because of industrial farming methods. A judicious measure of rewilding might help to redress the balance. But complete abandonment of agriculture would be detrimental to biodiversity, since we would lose many of the wild species that have successfully adapted to agricultural disturbance, as well as the innumerable varieties of domestic plants and animals that are utterly dependent on a farmed ecosystem.

On your train journey you will also find that for much of the time you can’t see anything of the landscape, because of all the trees growing up by the side of the track. This is nature, wilderness, trying to regain lost territory, which it would do if Network Rail didn’t arrange for it to be hacked back from time to time. If Monbiot’s farm-free landscape were let loose, that is pretty much all we would see for much of the journey. A return to the blanket of woodland which covered much of Britain before our forefathers let the light in and allowed sun- and disturbance-loving plants and insects to proliferate, might feel more like sprawl than the highly variegated farming landscape that much of Britain enjoys now.
Urban Sprawl

Anyway, real sprawl is in a different league. It multiplies on the outskirts of towns like Didcot and Basingstoke, increasing in intensity, until by the time you get to Woking or Slough it is relentless. Rows of terraced houses give way to new semi-detached estates while half-built roundabouts map out the frontiers of future building sites. Who are all these people? What do they do, apart from ‘taking in each other’s washing’? Why so many? By the time you get to Vauxhall or Paddington the sprawl becomes vertical, as office blocks and residential towers, starved for space, stretch skyward like plants competing for light.

Monbiot’s hatred of farming has become so visceral that the pastures and cornfields of the West Country are in his view more to be feared than the spread of concrete and tarmac. The cows and sheep that we glimpse from the train window, along with the pigs and chickens that we don’t see, he reckons threaten the carrying capacity of the planet, more than the people who rear them:

“While the human population growth rate has fallen to 1.05 percent a year, the growth rate of the livestock population has risen to 2.4 percent a year . . . The biggest population crisis is not the growth in human numbers but the growth in livestock numbers.”

The biggest numerical increase in recent years no doubt; but it is a bit rich to vilify cows, pigs, sheep and poultry when they do little other than eat, sleep, procreate and defecate, while human occupants of the sprawling metropolis demand cooked food, clothes, hot showers, central heating, computers, motor-cars, hospitals, shopping, foreign holidays and who knows what else. The built environment may only occupy 11 percent of the UK land area, but it sucks up far more energy and resources from ghost acres than the countryside does.
Yield-Blindness

Let us unpack this figure of 2.4 percent annual growth in livestock numbers. Virtually all of this increase is in the intensive chicken and pork industries; very little is caused by cattle or sheep. Monbiot cites USDA figures showing that the number of cattle in the world has increased by 15 per cent over the last 50 years, but all of this increase occurred between the years 1971 and 1975. According to United Nations data, this figure severely underestimates the number of cows in Africa. But both sources agree that in USA, Russia, East Asia, and Europe the number of cattle is falling. The UK cattle population has declined by 25 per cent since the early 1980s.2

What then of the factory farmed pigs and chickens that account for nearly all of the annual 2.4 percent increase in livestock numbers? They are mostly fed on cereals and soya beans, grown on arable land. Sixty percent of the UK’s arable land is used to grow feed crops for animals and on top of that we import large quantities of soy and maize from ‘ghost acres’ in the Americas.

The surest way to reduce the impact of farming upon the natural environment would be to stop using vast areas of arable land to grow monocultural crops to feed to pigs and chickens at inefficient conversion rates. Monbiot’s enthusiasm for doing away with this inefficient way of producing protein, and releasing several million acres of UK land for other uses is shared by large numbers of people within the agro-ecology and regenerative farming movements. But that is where agreement ends. Monbiot would like to rewild any land so spared, whereas many in agro-ecological circles would prefer to see some of it used to enable a return to mixed organic farms where ruminant livestock are part of the fertility building cycle, and the protein from factory farmed animals is replaced by pulses.

A month after the publication of Regenesis, the Sustainable Food Trust (SFT) released its report Feeding Britain from the Ground Up, which advocates halving grain production, encouraging mixed organic farming, growing more peas and beans and ensuring waste food and by-products are fed to livestock. The SFT calculates that in this manner the UK could maintain or even increase existing levels of food self-sufficiency, while allowing an extra 2.5 million hectares for tree planting and nature recovery (see page 12 of this issue).

A major weakness of Regenesis is that it doesn’t give a fair hearing to this approach. There is no analysis of what it might achieve or require in the way of land-use reallocation, or what carbon and environmental benefits it might bring. The one case study Monbiot provides of such a farm is an experimental project on poor land with an absurdly low level of productivity. I agree with him that too many agro-ecological farmers are “yield blind . . . [using] large areas of land to produce small amounts of food ” But he too is blind to examples of far more productive organic mixed farms, such as those which provide case studies for the SFT report.

Nor does he make any mention of default livestock — farm animals that can be fed off crop residues, food waste, or grass maintained for other purposes, such as nature conservation, fertility building or open spaces. This was an approach he endorsed back in 2010.3

Since then, much research has been carried out showing that these “ecological leftovers” are substantial – notably Hannah van Zanten’s calculation that the processing and food wastes generated by the sort of vegan diet that George advocates, when fed to livestock, produce meat sufficient to meet more than a quarter of all human protein requirements.4 If this was one of the 5,000 academic papers that Monbiot claims to have read during the research for this book, he apparently thought it was of no significance. (See also the recent report from WWF, covered on page 12 of this issue.)
Homo High-Rise

Monbiot’s strongest argument for the development and propagation of bacterial studge is founded on environmental justice. While his favourite food is a “green peppercorn and lemongrass coconut broth”, and he has a horror of lardy cake, most people like to eat animal protein and fat, not least manual workers. There is growing demand from the poor of the world to consume it at the rate that people in industrial countries enjoy, or indeed at the rate that we enjoyed it in the pre-agricultural Pleistocene past in which the metabolism of homo sapiens evolved.

The only way that this demand could currently be satisfied is by feeding yet more cereals and soya to pigs and chickens in factory farms, which would be an environmental and animal welfare disaster. However unappealing the prospect may be of having the majority of our digestible protein produced in a laboratory by white-coated geeks, it is surely better than ploughing up increasing tracts of virgin forest to feed animals incarcerated in a prison from which the only exit is death.
Or perhaps not? The production of studge requires large amounts of hydrogen, produced by electricity. As noted in issue 30 of The Land, almost every industry currently reliant on fossil fuels is looking to hydrogen to reduce its carbon emissions.5 A recent paper by AH MacDougal et al warned that if limited supplies of renewable energy are used to manufacture edible biomass instead of replacing fossil fuels, the long term result would be increased global warming: “maximum warming reduction from bacilliculture would require deploying the technology only after decarbonisation has reached its limits.”6

However, suppose within a few decades there is a flowering of the hydrogen economy, and sufficient renewable energy is available to produce bacterial protein cheaper than soy protein, lab-grown fat cheaper than palm oil, and cultured carbs cheaper than wheat or barley. Given the smorgasbord of fake steaks, sham hams and other skeuomorphic delicacies which Monbiot anticipates could be fabricated using studge as a raw material, it is not hard to imagine the new diet being accepted by inhabitants of the vertical metropolitan sprawl that already thrives in countries such as China and South Korea.7

But what of the two billion peasants worldwide who currently make their living from farming? Are they to be dispossessed of their lands and herded into high-rise buildings to peer at the natural world through a computer screen, and occasionally troop down to the gymnasium for exercise, while their former fields are invaded by scrub? With everybody eating the same substance, will the demise of agriculture herald the final convergence of tribal, regional and national cultures into one banal global monoculture? This is a scenario that captains of industry, whether of capitalist or Sino-communist persuasion, aided and abetted by their techno-vegan eco-consultants, will no doubt be happy to accelerate.
An Agricultural Revolution

There is, however, an alternative application for the studge, which is to feed it to animals. That after all is what the soya protein that it is destined to replace is used for – and it is what scientists originally thought their studge would be used for.

If it ends up fed to pigs and chickens in factory farms on the periphery of megacities, that would be a disaster both for the incarcerated animals and for peasant farmers unable to compete with this scale of industrial production. It would result in vast surpluses of nitrogenous phosphate-rich slurry concentrated in places where they served no purpose.

On the other hand if – and it is a big “if” – factory farms fell out of favour, and instead the studge were distributed to smallholders and family farms scattered across the land mass, it could provide a boost to organic agriculture, especially in less developed countries.

As Monbiot points out, countries in the global south are blessed with ample amounts of solar energy with which to manufacture the stuff. If it were made available cheaply to peasant farmers, then they might choose to eat it if times were hard; but otherwise they would probably find it more advantageous to feed it to their livestock and sell the resulting milk and meat to town-dwellers who were bored with eating studge.

The result would be an increase in the volume of manure available to farmers, and a corresponding improvement in the fertility, health and yield of their soils. In the clover-fuelled agricultural revolution of early modern times, European crop yields rose spectacularly through the expedient of being able to keep more livestock, a double bonus.

A hydrogen-fuelled agricultural revolution could do the same for farmers in the tropics. It would render the chemical fertilisers of the fossil-fuelled Green Revolution redundant, replacing them with manure that would increase soil organic matter and carbon, and improve moisture retention. Increases in yields could help to stem further incursions into tropical forest and savannah.
Priorities

Is this a science fiction fantasy? Perhaps, but no more so than Monbiot’s farm-free dystopia. However much one may disagree with his conclusions, one may thank him for raising important questions and intriguing possibilities in a highly readable book. Perhaps he is making extreme proposals simply in order to shift the boundaries of the debate, and hence the perception of what is mainstream, a tactic known as the radical flank effect.

The main worry is his repeated characterisation of farming as “the most destructive human activity ever to have blighted the earth”. Agriculture has a lot to answer for; but does it really bear comparison with the threat to life on Earth as we know it from the oil and coal industry?

Farming and livestock husbandry have been with us for around 12,000 years. The curves that describe human population growth, global atmospheric CO2 levels and the extraction of fossil fuels all share the same exponential rise over the last century, and that is no coincidence. The imperative is not to stop farming, but to phase out fossil fuels very quickly. Cavalier polemics that cast primary responsibility for our predicament elsewhere are a dangerous diversion.

The meeting of the world's self-styled elite in the Swiss town of Davos will go ahead next January despite the pandemic.

Prince Charles, a long-time supporter of organiser the World Economic Forum (WEF), yesterday unveiled the lofty theme of the summit – 'The Great Reset'.

However, Standard Life Aberdeen, which usually spends around £3million on sending executives to Davos each year, and hosts a cafe renowned among delegates for its malt whisky – has ruled out attending.

Founder Klaus Schwab said 'a great reset' was needed, and insisted the meeting could 'build a new social contract that honours the dignity of every human being'.

He added: 'The global health crisis has laid bare the unsustainability of our old system in terms of social cohesion, the lack of equal opportunities and inclusiveness. Nor can we turn our backs on the evils of racism and discrimination.'

Davos has gained a reputation for missing some of the most important issues of the day.

This year's summit at the end of January, when coronavirus was beginning to spread, saw very little time dedicated to discussing the possible ramifications.

Teenage environmental activist Greta Thunberg was the star guest. In February, as the world began to pay more attention to virus, JP Morgan boss Jamie Dimon joked it may have spread the virus.

He said: 'The only good news from that is that it might just have killed the elite.'

Acceptance of these 'problems' and their predetermined 'solutions' are the GLARING SET-UP for us to walk straight into the digital gυΙαg and sit down to a meal of crispy cockroaches with a side serving of greens cultivated without sunlight.

These shady traps are so well concealed by confusion and distraction that starting at the end and working backwards is about the only way to see past the smoke and mirrors. Consider the following an exercise in reverse engineering.

AGENDA 2030 THE BIG TRAP, REMOVING GOVERNMENT, REWRITING CONSTITUTIONS~

The conclusion envisaged by the World Economic Forum, the United Nations and their affiliates is global goverNANCE withOUT a visible governMENT. We, are deviously being promised an equitable, inclusive, diverse, sustainable, and level playing field. What is actually happening is the forced transition into the Fourth Industrial Revolution, better understood as, comprehensive automation of physical labour, synthetic or artificial substitution of anything that can be imagined, more political and economic globalisation (ie., interdependence), fewer physical interactions, less human input, less emphasis on real experience, evermore immersion into virtual reality, no private property, and no free will.

LOGISTICS~

Since humans are characterised as inherently biased, greedy, over-consuming, and fallible, artificial intelligence, a fancy name for algorithmic code (n.b, written by humans), is to determine the distribution of energy, food, shelter, clothing, travel miles, medical care, law enforcement, justice, information, jobs, and education. Material goods, apportioned in the same vein, will be for temporary-use-only. Recycling, reusing, and upcycling will establish a Circular Economy respectful to nature. To this end, it is anticipated that planned obsolescence will be removed from the core tenets of modern manufacturing practice.

Redefined as privileges, these entitlements will be dispensed on the grounds of 'predictive modelling' based on 'precision metrics.' What this means in English is that algorithms which determine human pathways will be coded to predict outcomes, and so real world instructions will be based on computational forecasts. THINGS THAT NEVER HAPPENED WILL BE THE DECIDING FACTORS of the opportunities and barriers in our lives. This is the reason for omniscient and omnipresent surveillance above and "below the skin," according to Y.N. Harari, who rationalises that the more intelligence gathered, the more accurate the predictions will be.

Furthermore, the better-safe-than-sorry 'Precautionary Principle' will be strictly adhered to in the name of security. Zero tolerance to risk will be built-in to the programme. If an individual is gauged to have a predilection or predisposition of sorts that isn't favourable to predetermined outcomes, that individual will be 'shielded' from temptation or participation. For example, I have the propensity to forsake the emotional comfort of others, by speaking my mind to those who avoid, with fervour, opinions contrary to the official narrative. Thus, geofencing will very likely be employed to keep me from attending a 'community town hall' exercising the new version of political 'representation': Deliberative Democracy or a Citizens' Jury. That is the abridged version of the logistical matters, which are aimed at our 'logical brain,' the left cerebral hemisphere.

To persuade the right hemisphere (the seat our humanity presides) a WORLD ALLIANCE is being proposed: We are to ALIGN ourselves with others and the earth. In this endeavour, our mind's eye is being asked to imagine the countryside becoming a pristine environment via the relocation of people, industry and farming.

On the other hand, cities are being transformed into bundles of discrete, self contained neighbourhoods--tightly regulated to prevent crime and disease. These 'safe spaces' are promised to nurture a cohesive melding and blending of cultures, ethnicities, genders and religions. These 20 MINUTE communities will (ostensibly) engender solidarity: ONENESS with each other and nature.

To ensure each resident performs their responsibilities to the cοΙΙective, and receives their equitable allotment (a spin off of cοmmυnίsm), A.I will be deployed as arbiter.

PRIVACY FRAMEWORK IS A RED HERRING, BAIT & SWITCH OPERATION~

Lax laws about privacy and its breaches (see Cyβer ΡοΙygοn) will be crafted and then magnified in the media. "Scathing critique" from major news publications calling for statutory regulation of the Metaverse will garner popular support, resulting in a (gΙοβαΙ) constitution for the (gΙοβαΙ) virtual space. Moreover, a licence to gain entry into the online realm will be set in (gΙοβαΙ) law.

To put into context and real world terms, 'digital twinning'--one's cyber identity--will come before their real, flesh and blood person. If the electronic twin isn't given a green light by A.I, the person will be locked out in physicality (already demonstrated with ναccίne certificates). Notably, gΙοβαΙ citizens will NOT have access to the Ιnternet without their bίοmetrίc ΙD being tracked and logged. ALL activity ON- and OFF-line is building a data repository on a personal blockchain, and will travel with the person as metadata accessible to the Internet of Things and Smart Cities. Random people's phones, wearables, devices and appliances, smart street lights and poles, new vehicles, etc., all have sensors, receivers and transmitters that communicate with our unique data bundle, in real time. The purpose of it is to coordinate, manage and profit off real people in real life in settled areas, as well as in nature (i.e., smart beaches and smart forests).

However, commodification isn't limited to Human Capital. Nature is another dynamic, eternal spring of data. 'Natural processes,' like rain, sunshine, wind, the flow of a river, tidal ebbing, animal migration, gaseous exchange--to name only a few--can be measured, and thus managed, and therefore traded on the stock market. There will not be a square inch of earth or life not 'included' in Inclusive Capitalism. Not people, not ecosystems, not soil, not flora or fauna will evade the cybernetic replica of earth, nor its intervention and monetisation in the burgeoning Data Economy.

HOW ~

The platform of e-heαΙτh is the mechanism by which everyone will be ensnared into the system from "womb to tomb." Co-opted by the medical mαfία, are the entry and exit points of life. Consider it as you would a traveller navigating port entry and passport control in a foreign country. Now see that 'face control'--biometric facial recognition technology--will be your 'key' to life, every breath between your first and last will be accounted for with bio-nanotech. When the full potential of biometric surveillance is successfully realised and scaled to include the microcosm of cellular function, thought control will not be perceptible to the object. An outrageous proposal by transhumanists employed by the WEF, but the definition of literal cyborgs (governed beings) nonetheless.

Back to the immediate future, ALL public and private services, goods, utilities, products, transactions, and exchanges are being overlayed with cyber locks that only digital identification can CONDITIONALLY open. The computational lock is BY DEFAULT SET TO 'DENY.' The privilege (not right) to access life's most mundane of interactions is granted upon receipt of an acceptable digital aggregate, or 'footprint,' or SοcίαΙ Credίτ Rατίng.

This is the future that has been in the works for many decades. It is not a theory, it is a reader's digest of the agenda, with many key terms and phrases that are easily searched and verified by authoritative sources, such as governmental websites.

I'm loathe to add the ideological isms that inform Agεndα 2030, because they often distract people who have fixated on a particular flavour of sΙανεry or τyranny. Thus, I'm purposefully leaving it out in the hope this summary should travel further. (My optimism is showing, I know.)
