A new flu virus suspected of killing up to 60 people in Mexico has the potential to become a pandemic, the World Health Organization's chief says.

Margaret Chan said the outbreak was a "serious situation" which needed to be followed closely.

Ms Chan cut short a visit to the US and returned to Geneva for urgent talks.

Health experts say tests so far seem to link the illnesses in Mexico with a new swine flu virus that sickened eight people in the southern US.

The WHO's new emergency committee is now meeting - though health officials say it may be premature to advise against travel to Mexico.

I work as a resident doctor in one of the biggest hospitals in Mexico City and sadly, the situation is far from 'under control'

The committee will be discussing whether to declare a public health emergency, and whether to raise the global pandemic alert level.

The WHO says it does not know the full risk yet.

It is advising all member states to be vigilant for seasonally unusual flu or pneumonia-like symptoms among their populations - particularly among young healthy adults, who seem to be the most affected in Mexico.

Officials said most of those killed so far were young adults - rather than more vulnerable children and the elderly.

Schools, museums and libraries have been closed across the capital region and people are being urged to avoid shaking hands or sharing crockery.

All public events have been suspended, an official said. Two previously sold-out soccer matches were played in empty stadiums to avoid potentially spreading the virus.

And in the US, the White House said it was watching the situation.

Dr Richard Besser, acting director of the Centers for Disease Control and Prevention (CDC), said that preliminary tests on seven out of 14 samples from patients in Mexico had matched the virus found in the US.

Eight people have fallen sick in the US - six in California and two in Texas - with a virus the WHO say was the same as the new strain of swine flu, designated H1N1.

All eight have recovered and only one was hospitalised.

Czech newspapers are questioning if the shocking discovery of vaccines contaminated with the deadly avian flu virus which were distributed to 18 countries by the American company Baxter were part of a conspiracy to provoke a pandemic.

Plans are being drafted to cope with an estimated 11,298 deaths across Lincolnshire if a flu pandemic takes hold.

Among the measures already outlined to deal with such a devastating wave of sickness are re-used grave plots, cold body stores and even ways of dissolving corpses in alkaline.

This "worst case scenario", outlined in a new report, examines how a high mortality rate over the course of a 15-week epidemic might affect county services.

But Lincolnshire's head of emergency planning, David Powell, says that the county's burial and cremation services can cope with all but the most catastrophic situations.

Hospitals could be allowed to use refrigerated vehicles to store bodies.

More grave diggers would be employed, including using local authority staff, and mechanical diggers used to dig plots at a faster rate, it says.

Funeral directors would train non-funeral staff to operate a service.

The length of cremation services would be shortened to allow more each day.

More than one person could be placed in a grave or untended graves re-used.

Mr Powell said: "We have got the capacity within Lincolnshire to deal with an outbreak but it would be irresponsible not to think about how we would plan for the very worst scenario.

"But the plan recognises the absolute importance of protecting the dignity of the grieving and burial process for relatives."

The first case was seen in Mexico on April 13. The outbreak coincided with the President Barack Obama’s trip to Mexico City on April 16. Obama was received at Mexico’s anthropology museum in Mexico City by Felipe Solis, a distinguished archeologist who died the following day from symptoms similar to flu, Reforma newspaper reported. The newspaper didn’t confirm if Solis had swine flu or not.

Swine flu panic is spreading in Mexico and soldiers are patrolling the streets after it was confirmed that human to human transmission is occurring and that the virus is a brand new strain which is seemingly affecting young, healthy people the worst, and that the bug is a never-before-seen intercontinental mixture of human, avian and pig viruses from America, Europe and Asia.


Clues that the virus may be a synthetic creation are already manifesting.


According to reports, the virus is a “never-before-seen form of the flu that combines pig, bird and human viruses” which consists of an intercontinental mix of viruses from North America, Europe and Asia.


“CDC officials detected a virus with a unique combination of gene segments that have not been seen in people or pigs before,” according to an Associated Press report.


“This strain of swine influenza that’s been cultured in a laboratory is something that’s not been seen anywhere actually in the United States and the world, so this is actually a new strain of influenza that’s been identified,” said Dr. John Carlo, Dallas Co. Medical Director (video clip here).


Alarming reports are now filtering in about people catching the illness who have had no contact with pigs whatsoever. These include a man and his daughter in San Diego County, a 41-year-old woman in Imperial County and two teenagers in San Antonio, Texas. In fact, in all U.S. cases, the victims had no contact with any pigs.


Dr. Wilma Wooten, San Diego County’s public health officer, told KPBS “We have had person-to-person spread with the father and the daughter,” says Wooten, “And also with the two teenagers in Texas, they were in the same school. So that also indicates person-to-person transfer.
”

“Dr. Wooten says it’s unclear how people were exposed to swine flu. She says none of the patients have had any contact with pigs,” according to the report.


Although the situation in the U.S. looks under control, panic is spreading in Mexico, where 800 cases of pneumonia in the capital alone are suspected to be related to the swine flu and the virus has hit young and healthy people, which is very rare with an flu outbreak. Despite the danger of a pandemic, the U.S. border with Mexico remains open.


“Mexico has shut schools and museums and canceled hundreds of public events in its sprawling, overcrowded capital of 20 million people to try to prevent further infections,” reports Reuters.


“My level of concern is significant,” said Dr. Martin Fenstersheib, the health officer for Santa Clara County. “We have a novel virus, a brand-new strain that’s spreading human to human, and we are also seeing a virulent strain in Mexico that seems to be related. We certainly have concerns for this escalating.

Since the probability of mixing a live virus biological weapon with vaccine material by accident is virtually impossible, this leaves no other explanation than that the contamination was a deliberate attempt to weaponize the H5N1 virus to its most potent extreme and distribute it via conventional flu vaccines to the population who would then infect others to a devastating degree as the disease went airborne.


However, this is not the first time that vaccine companies have been caught distributing vaccines contaminated with deadly viruses.


In 2006 it was revealed that Bayer Corporation had discovered that their injection drug, which was used by hemophiliacs, was contaminated with the HIV virus. Internal documents prove that after they positively knew that the drug was contaminated, they took it off the U.S. market only to dump it on the European, Asian and Latin American markets, knowingly exposing thousands, most of them children, to the live HIV virus. Government officials in France went to prison for allowing the drug to be distributed. The documents show that the FDA colluded with Bayer to cover-up the scandal and allowed the deadly drug to be distributed globally. No Bayer executives ever faced arrest or prosecution in the United States.


In the UK, a 2007 outbreak of foot and mouth disease that put Britain on high alert has been originated from a government laboratory which is shared with an American pharmaceutical company, mirroring the deadly outbreak of 2001, which was also deliberately released.

UK High Court demands U.S. torture documents

LONDON — The chief justice of the British High Court on Wednesday gave the British government one week to obtain the U.S. release of classified information about the alleged torture of a British resident who'd been detained at the U.S. military prison in Guantanamo Bay, Cuba .

The court indicated that it would issue its own order if the government doesn't respond or justify why continued secrecy is warranted.

Noting that President Barack Obama had released highly sensitive documents tracing the decisions on torture during the Bush administration's war on terror, the high court judges voiced exasperation that the British government hasn't acted in what they said was the British public interest in being similarly open.

The hearing illustrated how Obama's decision to be more transparent about his predecessor's detainee policies is having ripple effects abroad, but it also threw the ball back to the Obama administration to approve release of the contested information.

The White House said it had no comment yesterday.

Lord Justice Thomas scolded Britain's Foreign Office for not directly seeking clarification of the new U.S. administration's policy on the release of classified documents in the case of Binyam Mohamed , who was returned to Britain in February after seven years of detention in several countries, including four years in the prison at Guantanamo Bay .

Noting the change of tone between the Bush and Obama administrations, Lord Thomas said It was "self-evident as he (Obama) became president that he was going to take a different view" from the Bush administration on issues of torture and detention.

He noted that the U.S. president's recent statements on the need for transparency and the public interest in treatment of detainees were similar to views he himself expressed in writing a few months ago. Although Obama had said it more "elegantly and shortly", Lord Thomas noted, "the message is, I think, the same."

The justice upbraided the Foreign Office lawyer, Pushpinder Saini , for saying that the Obama administration viewed the release of information in Mohamed's case as a threat to the U.S.-British intelligence sharing, as the Bush administration had clearly done. "It is inconceivable that they could have hurt the intelligence-sharing relationship," the chief justice said.

"No one's ever asked the question" of the Obama administration about release of the information regarding Mohamed's detention, Lord Thomas said, and Saini sheepishly agreed.

Mohamed originally was charged with involvement in an alleged al Qaida bomb plot after he was arrested in Pakistan , but the U.S. later dropped all charges. Mohamed's lawyers say he was severely tortured in detention and that British intelligence officers were complicit in his interrogation.

On Wednesday, lawyers for Mohamed suggested that the Obama administration shared the blame for uncertainty over the case, saying it had been intentionally vague about the release of classified documents regarding Mohamed's treatment in captivity

"One has to admire the care with which diplomats speak," attorney Dinah Rose said, referring to Foreign Office officials. "It suited them not to ask, just as it suited the Obama administration not to answer."

Since Mohamed filed suit in Britain seeking the release of information about his detention, the Foreign Office has repeatedly resisted allowing even a summary of certain classified documents to be made public. Foreign Secretary David Miliband has cited explicit warnings from Bush administration officials who said the British-American intelligence-sharing relationship could be jeopardized if classified information were released.

The only public statement from the new U.S. administration thus far regarding Mohamed's case was issued by the National Security Council , which earlier this year thanked Britain for its continued cooperation in intelligence sharing.

The Foreign Office's assumption, its lawyer said, was that the official U.S. position on the documents hadn't changed — at least until Obama released the torture memos last week.

A lawyer who represented Mohamed during his detention at Guantanamo Bay was more stinging in his criticism.

"By making deliberately vague public statements, David Miliband and the Obama administration have tried to spin their way out of serious trouble, said Clive Stafford-Smith , founder of the legal-aid charity Reprieve, which also represents other detainees still held at Guantanamo Bay . "Such evasive tactics have no place at the British High Court ."

The United States Navy and the U.S. Department of Defense have decided that their Northwest Training Range Complex, in the State of Washington, should be expanded, and have devised a draft Environmental Impact Statement (EIS), dated December 2008, for public review and comment. The expansion of their area of operation will include all of the State of Washington, all of the State of Oregon, part of the state of Idaho, and Northern California. This area will also include large areas of the Pacific Ocean from California to Washington. (The map designating this program area also extends throughout Northern California to the San Francisco Bay Area under a “warning area” designation.)

The U.S. Commander of the Pacific Fleet has given American citizens and residents of these states only a very short time to comment on their draft EIS: Published on December 30, 2008, with a final public comment deadline extended to March 11, 2009, this document is approximately 1,000+/- pages in length with attachments. In addition to a short comment time the Navy limited public hearings to five, with only one held in Oregon, one in California and no hearings in Idaho. The Navy has allegedly failed to place information about this EIS in major newspapers or inform our elected representatives about this program.

Thus, citizens in California, Oregon, Idaho, and Washington are asking for a realistic extension of time to read, study, and comment on this decision by the Navy and the Department of Defense, past the March 11, 2009, deadline. It should be noted that most elected representatives in California and Oregon were not aware of this EIS or the consequences of this action by the Navy.

The Navy has declared that this draft was distributed to our elected representatives. If so, then why haven’t our elected officials spoken up to defend our rights to be heard, required more public meetings and hearings in California, Washington, Idaho (where not one was held), and Oregon?
The U.S. Navy, the U.S. Department of Defense, and the Commander of the U.S. Pacific Fleet have decided, without our consent, that that are going to use the Pacific Ocean off the Coast of California, Oregon and Washington and the land over four states to test weapons of war. They did not contact Senator Harry Reid of Nevada to obtain permission to use the Nevada Test Site for these warfare experiments. Instead they decided to use public lands, the Pacific Ocean, private property, wildlife, and humans as test subjects for warfare testing in four states.

The Navy also has decided to contaminate our air, water, and soils with the chemicals used in these programs. They fail to list many of the chemicals that are to be used in these programs. Thus, under the Freedom of Information Act, I am requesting a complete listing of all chemicals that will be used during these testing programs. It is easy for the Navy EIS to state that they can mitigate for such toxic usage but fail to disclose a complete listing of said chemicals. Also copies of contamination studies conducted at other military test sites where contamination problems were found and at bases (like Fallon Air Force Base).

The draft EIS does not fully address the potential environmental impacts on multiple resources, like air quality, water resources, airborne acoustic environment (on land and in the ocean), biological resources, marine and terrestrial impacts and human health and safety. Without a complete understanding of their programs it is impossible to determine any impacts…thus, their EIS states that “…there are no significant impacts…” This statement is made throughout the entire document even though many of the chemicals used are highly toxic.

With the failure of the EIS to identify all of the air quality, water quality, and soils impacts of their programs this EIS appears to be a whitewash designed to stampede this program through as fast as the Navy can implement it. And in listing only a few of the EPA list of toxic chemicals that will be released by military aircraft (like jet fuel emissions), the Navy has avoided any discussion of negative impacts on air and water quality. It is not sufficient to state that our air is already polluted and that additional pollutants will make no difference in air quality.

There is a short listing of hazardous materials, air pollutants, and pollutants from munitions, expended materials, and radioactive materials to will be used in this project. I am requesting a complete listing of all chemicals that will be used by the Navy, Air Force, and any other branch of the Department of Defense in this project. Inshore and offshore detonations may or may not be considered hazardous – however, until a complete listing of these chemicals is provided to the public there can be no public discussion of their hazard to public health, marine life, wildlife, public drinking water sources or our oceans. The avoidance of making this specific list public leads one to believe that these hazardous materials and chemicals are toxic and do pose environmental hazards.

It is interesting that Table ES-5 Summary of Effects (Page ES-16) – Hazardous Material does not list the name of any hazardous materials but tells the public that there is no problem with their use. How is it possible to have a summary table and list none of the chemicals to be used during the Navy program? They do note petroleum products, heavy metals, and combustion products but fail to list all of them along with the number of pounds to be used each year.

The public and marine life in the ocean will be subjected to various sonar and aviation noise, target noise, surface ship noise, weapons and target noise, EOD (no definition found), and underwater explosions. The Navy does admit that marine life will be harmed but harming our food supply, (fish like salmon), or the whales is not deemed important by the Navy, as they are expendable according to the EIS.

The Navy and the Department of Defense have decided that massive warfare expenditures for testing war products and weapons using marine life and the public as guinea pigs is in our best interest. And since a lot of the equipment and other items to be tested are experimental this leads one to believe that they are testing them on us for the first time to see how they work and if the public is harmed by their usage.

Just when did the citizens of the United States agree to be warfare test subjects when the Nevada Test Site and/or Area 51 which could be used for these tests? And why use the Pacific Ocean which is a migratory haven for our food supply and valuable marine life – including those that migrate along the Pacific Coast? And if this Navy project is approved and the health of the citizens, marine, or wildlife is threatened who will be held responsible for this action and its negative consequences?
The EIS does not give the public standing to say no to this project or the consequences of being used as guinea pigs during the testing. In addition, the EIS does not state how long the testing process will last – providing us with the information that once implemented testing could be conducted forever in these areas.

I am requesting, under the freedom of information act, answers to the above questions, listings of the chemicals used and their exact harm to the public, animals, marine life, water supplies, trees, agriculture, and soils. This includes information on whether or not depleted uranium, red and white phosphorus, weather modification and mitigation chemicals will be used, whether or not atmospheric testing will occur along with aviation over-flights and bombing runs. Will sonic booms rattle our homes and low flights of planes shake our houses and wake us up at night? I am also requesting complete documentation and information on Electronic Combat Training and how it will impact human health. Noise and electronic levels should also be made public.

My freedom of information act request also includes the following questions:

1 - Will aluminum coated fiberglass be used (CHAFF) and how many pounds will be released each year?

2 - What are the health effects of Chaff particulates on humans, wildlife, soil and water? Please provide a study on these human and wildlife health effects.

3 - Will weather modification or mitigation programs be initiated during the Navy program? If so, what chemicals will be used in this program?

4 - Will jets be allowed to fly at heights that leave persistent jet contrails that exacerbate global warming and change our climate (NASA Studies)?

5 - A complete listing of jet fuels to be used (+ additives), and the components of said jet fuel with information on the number of chemicals released and their impact on human health, agriculture, soils, water supplies, and wildlife. (Include JP-8, JP-10, and other new experimental jet fuels.

6 - A complete study of depleted uranium showing human health and animal health effects.

7 - A complete study of the health effects of the compounds listed in Table 3.3-5 Page 3.3-11 and definitions of RDX and HMX (use and toxicity).

8 - Toxicity of Red and White Phosphorus – humans, wildlife, soils, water supplies, marine life.

9 - A complete listing of the propellants, explosives, pyrotechnics, chemical and riot agents, and smoke canisters (type of smoke and toxicity) is requested. And a complete listing of obscurants which will be used in these programs and their toxicity.

10 - How much money will Washington, Oregon, California and Idaho be reimbursed for hazardous waste disposal and other toxic site clean-up from the Navy and the Department of Defense? It is requested that the reimbursement be 100%.

11 - A complete listing and studies of the synergistic effects of all chemicals used in the Navy program with associated health effects. This includes cumulative and synergistic effects as well.

12 - Studies of the synergistic effects of project chemicals on bioaccumulation in fish and other marine food supplies.

13 - Will Maxwell MOAs (1, 2 & 3,) be used in this Navy Project? If yes, what will be the actions taken over this area by all branches of the military?

A rough study of the EIS leads one to believe that the Navy and the Department of Defense intends to leave behind a toxic pea soup of chemicals and other toxins in their wake along with the human health effects and dead marine life. Many areas of California, Oregon, Washington, and Idaho would be contaminated from these experiments through airborne and water migration across these regions.

It also appears that nothing would be spared in testing weapons of war on the public (with the Nevada Test Site and Area 51 available for much of this testing and the Atlantic Ocean also available near Washington, D.C.); it appears that these Western States will be sacrificed for building and testing more weapons of mass destruction. Remember that sacrificing California, Washington, Oregon and Idaho is just the beginning…your state will be next.

I am requesting that the State of California be excluded from this Navy project. Citizens in all four states should say “no” to this proposed project and others like it. Contract your elected representatives today and let them know how you feel about this project. We are appealing to Congressman Mike Thompson, Senators Barbara Boxer and Dianne Feinstein to delay this project, allow more time for public comment, hold hearings in Mendocino County, CA, and to eventually oppose allowing California to become part of this costly, toxic warfare project. 1918 Spanish Flu Offers Clues About Pandemic Viruses

Using tiny pieces of preserved lung tissue and a body frozen in the Alaska tundra, a team of scientists were able to recreate the 1918 Spanish flu virus, an achievement that may help uncover how the current deadly strain of bird flu could become transmittable between humans.

The results, published in the journal Nature in October 2005, offered some parallels between the Spanish flu virus and the H5N1 strain of the bird flu slowly spreading through Asia and recently turning up in other parts of the world.

By late October 2005, the bird flu, which can be transmitted from birds to humans, had killed 60 people, mostly in Vietnam. Evidence of the disease also has been discovered in birds in other countries, including Croatia, Turkey, Romania, Russia and Greece.

Four of the eight genes in the H5N1 strain contain mutations seen in the deadly Spanish flu 87 years ago, according to the published reports.

When the Spanish flu struck in late winter 1918, it quickly spread around the globe, killing 50 million people by the spring of 1919. Only American Samoa and parts of Iceland were spared. It had an unusually high death rate in otherwise healthy people aged 15-34.

At the time, microbiologists didn't know what caused the widespread deaths; the influenza virus was not identified until 1933. And as the Washington Post reported, although biologists later were able to determine the broad family of influenza viruses the 1918 strain came from, its genetic identity was lost.

That is, until Jeffrey Taubenberger, a molecular pathologist at the Armed Forces Institute of Pathology in Rockville, Md., and his team toiled for 10 years to piece together the deadly virus in a high-security laboratory at the Centers for Disease Control and Prevention in Atlanta.

They got their samples from small pieces of lung tissue, preserved in wax after the autopsies of two soldiers among the Spanish flu's 675,000 American victims, and from the frozen body of an Inuit woman who died from the virus in November 1918 and was buried in the Alaska permafrost.


The virus' eight gene segments, or strands of RNA, were in fragments, but the team was able to piece them back together using gene sequencing and polymerase chain reaction -- a method of creating copies of specific fragments of DNA.

Analysis of all eight genes showed the Spanish flu came directly from a bird virus and moved into humans after slowly mutating. The analysis suggests that H5N1 also might be capable of spreading between humans through gradual mutations, reported the Washington Post.

Another team of scientists, led by Terrence Tumpey of the CDC and Adolfo Garcia-Sastre of the Mount Sinai School of Medicine in New York City, experimented with the live reconstructed Spanish flu virus and found that mice infected with the microbe died unusually quickly, in three days. The results were published in Science magazine in October 2005.

The 1918 virus was at least 100 times as lethal when compared to another flu virus, a Texas strain of H1N1 from 1991, according to the Center for Infectious Disease Research and Policy.

"Research such as this helps us understand what makes some influenza viruses more harmful than others," said CDC Director Dr. Julie Gerberding in a statement. "It also provides us information that may help us identify, early on, influenza viruses that could cause a pandemic."

In response to concerns over whether publishing both teams' findings would pose a bioterrorism risk, the National Science Advisory Board for Biosecurity reviewed the papers and endorsed their publication.

The techniques described in the studies were not new and were already accessible to those with the means to conduct similar experiments, according to the National Institute of Allergy and Infectious Diseases.

Scientists hope to use the information gleaned from reconstructing the Spanish flu to create new vaccines and treatments.
